Nothing in this RFP requires the City of Banning to select a sole source consultant for any project and services or guarantees a certain amount of work to any consultant on the shortlist. The scope of work will vary and will be requested on a task-order basis as the need arises.</p><p>The City of Banning is a General Law City. As such, some projects and services will be subject to competitive proposals from the selected shortlist in accordance with the City of Banning's purchasing policy for the duration of this RFQ. The City of Banning, at its own discretion and in compliance with the funding sources, will either select consultants from the shortlist or publish a project-specific RFP open to all.</p>",
