ON-CALL PROFESSIONAL CONSULTANT MATERIAL TESTING, GEOTECHNICAL, AND DEPUTY FIELD INSPECTION SERVICES

Description

The City of Moreno Valley (City) is seeking proposals from qualified consultants for On-Call Professional Consultant Material Testing, Geotechnical Services, and Deputy Field Inspection mainly for the Public Works Department. The City desires to select multiple firms for these services who may be retained for a three-year term, subject to City Council approval. At the expiration date of the agreement, the City has the option to extend the Consultant’s services for an additional two years depending on work performance and workload. Typically, on-call services to be provided are at smaller/limited scope valued at less than $100,000. The City anticipates that this Request for Proposal (RFP) and selection process will result in the creation of an on-call list of three (3) or more qualified consultants to provide Material Testing, Geotechnical Services, and Deputy Field Inspection for the City. Selection under this solicitation is not selection for a specific project (or projects), but rather qualification for on-call use during the term for which this solicitation is effective. An On-Call Professional Consultant Agreement will be executed between the City and each of the selected consultants, and proof of insurance and other related documentation are required to be provided to the City. When a specific project is initiated, the City may solicit proposals from three (3) or all consultants in the same discipline on the on-call list, depending on the scope of work and funding requirements. The associated scope of services, schedule, and fee will be negotiated between the City and the consultant for each specific project. Upon award of specific project work, the selected consultant will be required to execute a separate Project Specific Agreement for On-call Professional Consultant Services and will be issued a Notice to Proceed (NTP) in order to start the work. By submitting a proposal to this RFP, the consultant agrees to abide by any proposal or work deadlines required by the City, and consultant agrees that failure to meet such deadlines, or failure to respond to project solicitations may result in termination of consultant’s contract. The City makes no guarantee that any consultant will receive a project or be able to enter into a specific project contractual relationship with the City. The City also makes no guarantee of a specific volume of work or a total contracted amount arising from this solicitation—in other words, this solicitation and the establishment of the on-call consultant list do not guarantee work. The City further makes no guarantee that the quantity of work (whether measured in monetary terms or otherwise) will be spread equally or according to any specific percentage split among the consultants on the on-call list. The City intends to use the on-call list whenever possible; however, the City reserves the right to solicitate or "direct select" consultants not on the on-call lists to perform professional services, even for work that has similar scope of services as this solicitation, when it is in the City's best interest to do so, as determined solely by the City. The City also reserves the right to issue separate solicitation(s) for a specific project(s), even for work with same scope of work as this solicitation, when it is in the City's best interest to do so, as determined solely by the City. The City recognizes the time and expense in preparing a proposal and anticipates using the lists whenever feasible. The City reserves the right to add, by future solicitations, more Material Testing, Geotechnical Services, or Deputy Field Inspection to this solicitation scope of services for the City's use with additional consultants to the list. The City reserves the right, at City’s option, to negotiate with each contracted consultant for renewal of awarded contracts, for up to two (2) more years. Rates and reimbursements shall be negotiated prior to such renewal. Renewal and any accompanying rate increase will be based on performance measures. Performance measures are based on responsiveness, timely completion of project, quality of project delivered, and cost savings realized on respective project. Each bidder is hereby informed that proposals and its contents are subject to disclosure in accordance with the California Public Records Act (California Government Code Sections 7920 et seq.).
