RFA-042-1614484-DMA Adult Residential Drug Medi-Cal Substance Use Disorder Treatment Services - Project 1 The County of Orange (County) Health Care Agency (HCA) is seeking applications from qualified Drug Medi-Cal certified organizations to provide Drug Medi-Cal (DMC) Substance Use Disorder (SUD) Residential Treatment Services. These services will be provided as part of a Drug Medi-Cal Organized Delivery System (DMC-ODS), a continuum of care modeled after the American Society of Addiction Medicine (ASAM) criteria for substance use disorder treatment services. The primary goal of these services is to provide DMC beneficiaries access to SUD treatment and provide a system of care that helps them achieve sustainable recovery, and to reduce substance use within the community. The County encourages providers with a specialized focus to apply. This includes providers that provide services monolingual speakers of beneficiaries that do not speak English. The County has an agreement with DHCS to provide DMC-ODS services through a Prepaid Inpatient Hospital Plan (PIHP). DMC-ODS shall be available as a Medi-Cal benefit for individuals who meet the medical necessity criteria and reside in Orange County. The County is seeking DMC certified providers to provide the following residential treatment services, as outlined in the DMC-ODS: Level 3.1 Clinically Managed Low-Intensity Residential Services; Level 3.3 Clinically Managed Population Specific High-Intensity Residential Services; and Level 3.5 Clinically Managed High-Intensity Residential Services. This solicitation is seeking providers of any one or more of the above levels of care for each of the following: Adult DMC SUD Residential Treatment Services; and/or Perinatal DMC SUD Residential Treatment Services; In the Residential Treatment environment, the daily regimen and structured patterns of activities are intended to build positive behavioral patterns within a community. In level 3.3 an individual’s functional cognitive deficits may require treatment that is slower paced, more concrete and repetitive in nature. Residential services are provided to clients in a program which is maintained and operated to provide 24 hours, 365 days per year SUD Residential Treatment. Components of Residential Treatment services in all three levels include: client-centered treatment which is based on the client’s and program’s mutual agreed goals/objectives, intake, problem list, individual and group counseling, educational sessions, collateral services, education, relapse prevention; and case management, to address barriers identified at intake which may inhibit clients’ ability to maintain abstinence upon completion of treatment program requirements such as: housing, employment, financial, social supports, crisis intervention services, discharge planning services, and transportation services. Each treatment program is expected to have an effective collaborative relationship with community, for profit, private and public non-profit providers, community-based organizations, and governmental and non-governmental agencies. These relationships shall ensure the availability of an appropriate continuum of care to the residents of Orange County. The expectation is that clients will be stable enough to transition to a lower level of care. The County contracts with various recovery residences/sober living homes in Orange County to provide additional structure and housing for clients who have successfully completed their residential treatment goals. RFA-042-1559048-DMA Drug Medi-Cal Medically Monitored Withdrawal Management - Project 2 The County of Orange (County) Health Care Agency (HCA) is seeking applications from organizations to provide Medically monitored withdrawal Management Services. These services will be provided as part of a Drug Medi-Cal Organized Delivery System (DMC-ODS), a continuum of care modeled after the American Society of Addiction Medicine (ASAM) Criteria for substance use disorder treatment services. The primary goal of these services is to provide DMC beneficiaries access to SUD treatment and provide a system of care that helps them achieve sustainable recovery, and to reduce substance use within the community. The County has an agreement with DHCS to provide DMC-ODS services through a Prepaid Inpatient Hospital Plan (PIHP). DMC-ODS shall be available as a Medi-Cal benefit for individuals who meet the medical necessity criteria and reside in Orange County. The County is seeking DMC certified providers to provide the withdrawal management services outlined in the DMC-ODS. In the DMC-ODS the ASAM categorizes Medically Monitored Withdrawal Management Services as ASAM Level 3.7. The County is seeking providers for this level of care for adults, ages 18 and over. RFA-042-1614003-DMA Adult residential Drug Medi-Cal Withdrawal Management Services Project 3 The County of Orange (County) Health Care Agency (HCA) is seeking applications from organizations to provide Drug Medi-Cal Residential Withdrawal Management Services in a non-medical setting, provided the organization has a Drug Medi-Cal Certification. These services will be provided as part of a Drug Medi-Cal Organized Delivery System (DMC-ODS), a continuum of care modeled after the American Society of Addiction Medicine (ASAM) Criteria for substance use disorder treatment services. The primary goal of these services is to provide DMC beneficiaries access to SUD treatment and provide a system of care that helps them achieve sustainable recovery, and to reduce substance use within the community. DMC-ODS shall be available as a Medi-Cal benefit for individuals who meet the medical necessity criteria and reside in Orange County. The County is seeking DMC certified providers to provide the residential withdrawal management services as outlined in the DMC-ODS. Each service program is expected to have an effective collaborative relationship with community, private and public providers, community-based organizations, and governmental and non-governmental agencies. These relationships shall ensure the availability of an appropriate continuum of care to the residents of Orange County. In the DMC-ODS, the ASAM categorizes Withdrawal Management in five (5) distinct levels of care. As part of this Solicitation the County is only seeking providers of Level 3.2 Clinically Managed Residential Withdrawal Management. Withdrawal Management (WM) services will provide medical and psychosocial interventions to assist the client through acute intoxication and withdrawal to the attainment of a medically stable, fully supported, substance-free state. Additionally, WM services should involve preparing a client for entry into the next level of treatment. Level 3.2 WM, the “social model detox” model, relies more on a supportive, non-hospital environment than on medication to ease the passage through withdrawal . The County encourages providers with a specialized focus to apply. This includes providers that provide services to monolingual speakers of languages other than English.
