Buena Vista City Public Schools (BVCPS) has received and accepted an unsolicited proposal under the provisions of the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) for a public-private partnership to build a 99,500 sqft PreK-Grade 7 elementary school on the existing high school site. In accordance with the provisions of the PPEA, other interested firms or private entities are invited to submit a competing proposal for this project for simultaneous consideration in accordance with this document. Buena Vista City Public Schools may negotiate an interim or comprehensive agreement with the proposer based on the proposal. One (1) original and 10 complete copies of the proposal shall be delivered to the following address: Buena Vista City Public Schools Attention: Tony Francis 2329 Chestnut Avenue, Suite A Buena Vista, Virginia 24416 Proposals must be clearly identified as “PPEA Proposal” and received by Buena Vista City Public Schools, at the above address, no later than 2:00p.m. on Monday, October 25, 2021. Proposals received by Buena Vista City Public Schools after the date and time prescribed herein shall not be considered and shall be returned to the offeror. Buena Vista City Public Schools procedures regarding PPEA requests and guidelines for proposal submission are available on the Buena Vista City Public Schools website under PPEA Guidelines. The unsolicited proposal accepted by BVCPS may be reviewed at the School Board Office
