  "summary": "<p>Orange County provides residential waste and recycling collection services to more than 230,000 residential units (primarily single-family) residences in the unincorporated areas of the County.&nbsp; Currently, the County has five separate contracts with three firms to provide collection services.&nbsp; Services provided to residents include once per week collection of garbage in carts, recycling in carts, up to three cubic yards of yard waste and up to three cubic yards of bulky items.&nbsp; The current agreements expire on December 31, 2025 and the new contractor must begin collection operations on January 1, 2026.</p><p>Orange County is preparing a new solicitation for the collection of residential curbside materials when the current contracts expire.&nbsp; To understand the latest industry technologies and solutions brought by the private sector, the County is hosting a hybrid in-person and virtual market sounding event.&nbsp; The County welcomes attendees who provide residential collection services to participate and hopes to obtain insight that might assist during the procurement process.&nbsp;</p><p>The County&rsquo;s current goal is to publish the final RFP in the first quarter of 2024.</p><p><strong>The County is requesting information from waste hauling companies interested in providing residential waste and recycling services to waste collection.&nbsp; During the market sounding event, the County&rsquo;s intention is to conduct a dialog on important collection related matters before the cone of silence is imposed upon issuance of the formal solicitation.&nbsp; The County specifically hopes to gain insight on the following topics:</strong></p><ol start=\"5\"><li style=\"list-style: none;\"><ul><li>Contract term length</li><li>Collection approaches including fully automated collection vs. semi-automated collection</li><li>Approaches for management of bulky item collection and quantity limitations</li><li>Approaches for collection of excess quantities and non-conforming set-out waste</li><li>Automated collection and alternative collection approaches</li><li>Collection frequency requirements (e.g., once per week versus twice per week garbage collection)</li><li>Cart management structures (i.e., hauler management of carts)</li><li>The latest in positive service verification technology</li><li>Implications of de-bagging yard waste</li><li>Fleet age requirements</li><li>Trends in low-emission vehicles - electric vs. CNG powered vehicles</li><li>Truck sizes and service issues related to trends in urban development for narrow roads, bike lanes, and alley collection</li><li>Route sizing</li><li>Specialized messaging on trucks</li><li>Hauler surveys for residential customers</li><li>Zone staffing &ndash; Contract Manager, Operations Manager, Route Supervisors, Customer Service Supervisors</li><li>Other topics that collection contractors want to discuss with the County as the solicitation and contract are prepared</li></ul></li></ol><p><span style=\"font-size: 14pt;\"><strong>Interested parties should contact: Alina.Hernandez@ocfl.net to ask questions about the event.</strong></span></p>",
