On-Call Planning and Technical Assistance (RFQ# 2021-08)

Description

SACOG currently has expertise across transportation, transit, and land use planning, as well as technical modeling and analysis. Despite this expertise, there is a need to obtain supplemental specialized expertise for additional projects. To poise the agency and region for success, SACOG is seeking consulting services to provide temporary support for various elements of the work program and anticipated projects. Similarly, partner agencies are in need of additional temporary project support requiring specialize expertise. Accordingly, to assist with local project and program development and delivery, the qualified consultant bench under this RFQ will be made available to SACOG, SACOG member agencies and Caltrans pursuant to the rates and cost proposal specified in a Master On-Call Service Agreement between the consultant and SACOG. This RFQ provides an opportunity for SACOG, SACOG member agencies and Caltrans to contract with any of the qualified consultants selected on the bench for projects in the service categories identified below. Consultants may submit responses and seek to be qualified in up to 5 service categories. No more than 5 consultants will be selected per service category and up to a maximum of 50 Master On-Call Service Agreements may be awarded under this solicitation. Consultants must demonstrate experience in each service category applied for. A preliminary scope of work illustrating some of the types of tasks associated with each service category is included in this RFQ as Preliminary Scope of Work. Subject to the availability of funding and support required for anticipated projects, the maximum dollar amount for potential aggregate on-call agreements under this solicitation is $25,000,000. An award of an on-call master service agreement does not guarantee any work. In the event a service need arises, qualified consultants in a service category may be selected for task orders via a "mini-RFP" process, or, upon regional basis where each on-call consultant is contracted to a designated area in accordance with Chapter 10 of the Caltrans Local Assistance Procedures Manual. The mini-RFP process will involve responses to task orders being informally solicited amongst qualified consultants within a service category. The evaluation criteria for the task order will be specified in the mini-RFP solicitation. A consultant will be selected and a contract will be negotiated based on the wage rates established in the Master On-Call Service Agreement with the consultant. SACOG is committed to challenging traditional planning norms and is seeking consultants that can provide the following work while imbedding racial and social justice as core components. Service Categories: 1. Regional Transit Planning and Implementation: planning and implementation support services to identify, plan and implement projects that make public transit a more attractive option. 2. Transportation Planning and Implementation: develop and implement transportation policies and planning for broad ranging transportation projects. 3. Transportation Program Development and Administration: develop and administer transportation programs, including mobility management and Transportation Demand Management. 4. Regional Freeway and Highway Planning and Implementation: planning, development and implementation support services to deliver cost-effective operational efficiency and strategies to improve the safety and mobility of regional freeway and highways. 5. Data Collection and Modeling Support: assist with data collection and modeling, including use of regional model. 6. Comprehensive and Technical Planning: develop plans adopted by Local Governments, such as Specific Plans, that encompass comprehensive community goals and public policies with an equitable planning lens, including transportation, land use, housing, utilities, and recreation. Employ engineering services in developing technical infrastructure plans and studies that support same community goals and public policies. 7. Engagement and Outreach: meaningfully and authentically engage diverse stakeholders in planning and community development processes, with a particular focus on racial and social justice. 8. Economic & Real Estate Analysis: model economic, market and real estate trends on a regional, county, city, or site-specific scale. Develop inclusive economic strategies such as anti-displacement or disadvantaged business attraction tailored to specific corridors or projects. 9. Environment and Resilience: develop plans, policies, and tools related to resilience and environmental protection and safety elements, including California Environmental Quality Act expertise and Environmental Impact Report development support 10. Grant Writing: assist Local Governments with completion of federal, state, and other grant applications.
