Description
The County of San Benito, hereinafter referred to as "County", invites responses to a Request for Proposals to provide the following. The purpose of this Request for Proposal (RFP) is to secure qualified firms to conduct a comprehensive Inclusionary Housing Feasibility Study. This study aims to analyze local market conditions and economic impacts, thereby ensuring that the county can effectively implement an updated ordinance requiring 20-25% inclusionary housing in new developments, ultimately enhancing the availability of affordable housing options for the community. In addition to the Inclusionary Housing Feasibility Study, the scope of work includes a detailed Inclusionary Housing Affordability Gap Analysis to establish an appropriate in-lieu fee for rental and for-sale housing that corresponds to the proposed 20-25% inclusionary housing requirement. This will necessitate an assessment of the disparity between construction costs for market-rate units versus affordable units, incorporating relevant factors such as land values and financing mechanisms, all in accordance with applicable legal standards.
