RFP 8454-0-2021/DH - Medical Administrator and Pharmacy Benefit Manager

Description
The City of Norfolk (“City”), Norfolk Public Schools (“NPS”), and Norfolk Redevelopment and Housing Authority (“NRHA”), hereafter collectively referred to as the “Consortium”, seek to procure Medical benefit services as a group, to include Medical Administration, and a Pharmacy Benefit Manager (PBM) for a five (5) year period effective January 1, 2022 with an option to renew on the same terms and conditions for two (2) additional on-year terms at the sole discretion of the Consortium. By submitting a response to this RFP, it is expected that the offeror is indicating an understanding of the RFP requirements. Offeror must remain duly licensed and in full compliance with all federal and state regulations governing employer sponsored health plans. The Contractor shall assist the Consortium to meet the following health care strategies: Aggressively engage in efforts to improve the health of the employee population and their covered dependents, including wellness improvement, incentive programs, health risk assessment and chronic care management; Spreading risk across Consortium participants to reduce individual group cost volatility; Obtaining the best pricing for health care services by taking advantage of available medical, pharmaceutical, and provider network discounts for employees and their dependents; Implementing progressive coverage elements (i.e. value-based benefit designs and using the best providers incentives) to encourage and reward participants who seek high value care. Offerors may submit proposals for Medical Administrator, Pharmacy Benefit Manager or both. The Consortium has additional sensitive informational documents that pertain to this RFP. In order for the offerors to obtain these documents, offerors must complete and return Attachment M. Non-Disclosure Agreement to Danny Hawk via email at danny.hawk@norfolk.gov .
