Description

This is a Request for Information for the City of Tampa's Water Department. The City of Tampa Water Department is requesting planning-level information pertaining to water treatment pilot plant equipment availability, feature options, cost, and delivery times. Pilot plant equipment may have the following characteristics: Approximate 50 gpm capacity Provide skids for the following unit operations separately: Raw water screening (surface water source) Coagulation (conventional & enhanced), flocculation, and sedimentation to include polymer addition functionality Coagulation (conventional & enhanced), flocculation, and ballasted sedimentation to include polymer addition functionality Suspended ion exchange inclusive of a regeneration system Ozonation Alkalinity / pH / stability adjustment to include options for using lime, caustic, and carbon dioxide Corrosion control chemical addition Filtration to accommodate modular media depth, mixed bed, air scour, and automated backwash Sodium hypochlorite and ammonia solution injection with contact chamber A variety of membrane-based treatment options Surge tank, flow meter, flow control, and pump for the purpose of adjusting hydraulic grade line between skids Cart-mounted composite sample collection rig to include a 5-gallon carboy (or similar to collect composite samples) and adjustable flow rate peristaltic pump / tubing. Disinfectant residual decay testing loops (pumps / surge tank for recirculating water through Owner provided distribution piping) Corrosion / stability testing loops for a variety of relevant metals & alloys (iron, copper, lead, etc.) Water conservation demonstration (visually demonstrate the effect of installing water conserving toilets/faucets/heads compared to conventional fixtures). Equipment should be constructed of materials that will not corrode, be BPA free, PFAS/PFOS/PFOA free, NSF compliant, etc. Hand, off, and auto control—hand control should be via panel mounted electro-mechanical devices and auto control should consist of providing a terminal junction box for terminating I/O field wiring on one side and providing terminals for connection to a process instrumentation and control system on the other side (input/output rack(s), programmable logic controllers, operator interface terminals, and SCADA system(s) to be provided by others) Instrumentation appropriate for each unit operation that aligns with water utility sector best practices. Products shall be consistent with Attachment A. Attachment A consists of Chapters 5, 6, 8, and 9 from Basis of Design Summary, I&C dated November 2023. Powered by 480 VAC or lower Bench scale coagulation, flocculation, and settling jar testing setup Bench scale ionic exchange column testing setup Bench testing equipment to measure mass, free and combined chlorine, dissolved ozone, pH, color, turbidity, particle size distributions, slurry density, etc. Bench testing equipment to measure moisture content in solids (oven, filtering ability, balances, etc.) Bench testing equipment to perform sieve analysis on filter and ion exchange media Furnishings for a small laboratory and sample preparation area Chemical storage, pumping, and dosing for sulfuric acid, ferric sulfate, polymer solutions, chloramination (sodium hypo solution + ammonia), lime, caustic, ozone with hydrogen peroxide quenching, carbon dioxide, orthophosphate, fluoride Responses should include manufacturer cut sheets, shop drawings, itemized budget-level cost estimates (US Dollars, inclusive of design, fabrication, shipping, unloading, initial setup & startup services), sales contact information, and customer references (with customer contact information) for the above equipment. Responses may include additional information the responder deems relevant and helpful.
