90 North Park - Phase II Design

I. Project Overview The Village of Schaumburg is seeking proposals from a multidisciplinary team to design portions of the 90 North District (90ND) Park as well as an overall park irrigation system. The overall design concept for the park was approved by the village in 2019. The first phase of park construction is nearing completion. This initial phase of construction included major walkways, multi-use paths, site furnishings, tree plantings, and storm water infrastructure along with a Hammock Grove area. Designs are underway for a Shared Street project which will run along the west side of the park and provide both parking and programming opportunities for park visitors. This request for proposal will cover those areas along the west side of the park where the new Shared Street meets the park. Design features will include seating nooks, tilted lawn panels, water feature/sculpture, plaza areas, site furnishings, lighting and irrigation. The design team will need to forward the existing concept plans for these areas of the park through design development culminating in construction bid documents. Additionally, the village is looking to design a complete irrigation system for the entire park. The irrigation system will need to be designed in zones which can be easily altered as portions of the park are built out/modified. II. Project Objectives Objectives of the 90ND Park – Phase II Design include: • Refine the overall 90ND Park Concept Plan as prepared by Site Design Group within Phase II project limits. • Prepare detailed construction plans and specifications for the Phase II portions of the park. • Prepare separate detailed irrigation plans and specifications for the entire 90ND Park (to be bid separately if desired). Village staff anticipates working with the selected multidisciplinary design team closely throughout the project. Following award of the contract, the project team should review all key materials/information and be prepared with questions to move the project forward at first key village meeting. All needed information should be collected, disseminated and analyzed before moving on to the design development phase. Staff will provide feedback on all preliminary design work before design team moves on to final design preparation. The final design will be presented to elected officials at public meeting. Any additional feedback will be incorporated into a final construction documents for bidding and construction. III. Scope of Services All qualified submissions for the 90 North District Park – Phase II Design request for proposals shall include at a minimum the following items and deliverables as listed below. Item 1 - Data Collection: - This work will involve the collection of the following information: • Review of 90ND Park Concept Plan (to be provided by Village). • Review of 90ND Park Phase I and Hammock Grove construction plans (grading, utilities, landscaping, etc.) (to be provided by Village). • Review of plans for the new Shared Street (to be provided by Village). • Review of proposed plans for Landmark Drive (to be provided by Village). • Review of Village’s standard irrigation specifications (to be provided by Village). • Perform existing area reconnaissance and document existing conditions. Item 2 - Design Analysis: - This analysis will involve the following: • Provide additional conceptual mood/inspirational information for the proposed elements of park design. • Refine the overall 90ND Park Concept Plan as prepared by Site Design Group within Phase II project limits. • Provide conceptual zones for irrigation system corresponding to Concept Plan. Item 3 - Development of Design and Details: - This work will involve the following: • Develop Phase II design elements, including grading, utilities, seating nooks, tilted lawn panels, water feature/sculpture, plaza areas, site furnishings, lighting, irrigation, landscaping, etc. • Prepare detailed construction plans and specifications for the Phase II portions of the park. • Prepare construction cost estimates for all Phase II work. • Prepare complete construction plans and specifications for all irrigation work for entire park. • Prepare color plan exhibits for all final design and detail plans required. Exhibits shall appear hand colored and mounted on foam-core display boards at approximately a 24” x 36” format. Mounted and digital (high & low resolution PDF) versions of all exhibits shall be finished and delivered to the village hall prior to formal committee presentation of project. Item 4 - Supervision, Administration and Project Coordination: - This item includes the following: • Project setup, design coordination meetings, preparation of biweekly status reports and monthly invoicing. In addition, this item shall include a minimum of two village committee meetings. Item 5 - Construction Documents: - This work will involve the following: • Following approval by the village, incorporate any changes and prepare Phase II construction documents, including plans, details and specifications. • Deliver a digital version (PDF) of construction plans & specifications and three hard copies. IV. Submission of RFP All submissions shall include a statement of project understanding along with any unique firm qualifications specific to this project. Provide a listing of key personnel that will be involved in the project, as well as related experience. Also provide a total cost proposal, with hourly breakdown of key personnel, in separate submittal.
