Description

The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Substance Use Disorder (SUD) Services. These services are divided into two related programs for special populations: Program 1 - Perinatal and Parenting Residential Treatment and Withdrawal Management Services; and Program 2 – Adolescent Residential Treatment and Withdrawal Management Services. The primary goal of the two programs is to offer services to those in need of stabilization because of use of alcohol and/or other substances, so the individuals can function in the community utilizing learned coping skills necessary for recovery. Both Programs shall be housed at 7800 Marine Way in Irvine and shall primarily offer treatment to clients eligible for Drug Medi-Cal benefits. Respondents may apply to provide services in Program 1, Program 2, or both. Program 1 - Perinatal and Parenting Residential Treatment and Withdrawal Management Services provides treatment within a licensed residential setting to individuals that are pregnant or parenting mothers of children. The primary goal is to stabilize the client in p reparation for outpatient treatment. Services shall include levels of treatment based on the current American Society of Addiction Medicine (ASAM) Level of Care (LOC) Certification or Department of Health Care Services (DHCS) LOC Designation. Program 2 – Adolescent Residential Treatment and Withdrawal Management Services provides treatment within a licensed residential setting to individuals aged 12 to 17 years of age. This program will treat both males and females. Services shall include individual counseling, psychoeducational groups, clinical groups, withdrawal management and other ancillary services. Referrals and linkage for services are provided at discharge. County may award a contract to one or more Respondent(s). County expects the successful Respondent(s) to provide the services in accordance with the terms and conditions set forth in Attachment A. Model Contract.
