Request for Proposals for Affordable Multi-Family Rental Housing Development

General work description: Through this RFP, the County of Yuba is seeking both for-profit and nonprofit housing developers to propose use of the County’s 2020 PLHA funds and one time 2023 PIP funds as gap funding for the development of affordable multi-family rental housing that will serve residents at 60% Area Median Income (AMI) or less in unincorporated Yuba County. The highest scoring proposal will demonstrate how it will create the most impact in the County, is cost effective, project ready (completed within approximately 48 months of funding commitment), and how it will leverage additional funding from public and private sources. The awarded grant funds may be used for one or more Eligible Uses: Predevelopment, development, acquisition, rehabilitation, and preservation of multifamily rental housing that is affordable to extremely low-, very low-, low- income households (up to 60% AMI), including necessary operating subsidies Predevelopment costs such as the purchase of land or buildings, or acquisition must result in the development, rehabilitation, and/or preservation of Affordable rental housing, as otherwise there is no actual housing outcome of the predevelopment or acquisition assistance. Priority populations for this funding include older adults, seniors, people with disabilities and families, including large families. For housing available to seniors and people with disabilities, all projects should be designed to include accessible housing units and accessible common areas. For all populations, projects should show that the proposed building design and services support independent, healthy living, social interactions, and culturally appropriate services that benefit these populations. Projects that are proposing to provide on-site services for extremely low-Income seniors, people with disabilities and/or people who require supportive services to live independently must demonstrate high likelihood of obtaining appropriate levels of operating and services funding for the intended residents. Projects serving families should consider design features such as play areas, direct sight lines to play areas, and adequate space within units. Projects should be located near transportation and local services and amenities, giving low-wage workers the option to forgo a vehicle where possible, and providing safe access to schools, parks, transit, and community facilities serving families with children. For projects proposing to serve a non-priority population, a market study and narrative must be provided with the proposal in order to show a need for affordable housing for the chosen population.
