PPEA Solicitation Request for Proposals Conceptual Phase Design and Construction of Recreation and Library Facilities at NFWC (RFP)

Description
1.1. The City of Norfolk (“City” or “Owner”) desires to contract with an experienced and qualified Private Entity under the Public Private Education Facilities and Infrastructure Act of 2002, Code of Virginia §56-575.1 et seq. (“PPEA”), and in accordance with City Code Section 33.1 Article IX Guidelines for Proposals Under Virginia’s Public-Private Education Facilities and Infrastructure Act, for the design and construction of a new Combination Recreation and Library Facility at NFWC (hereinafter referred to as “Project”). This Request for Proposals (“RFP”) describes the Project in greater detail below. 1.2. The Project includes the design and construction of a new Combination Recreation and Library Facility at the site of the current Norfolk Fitness and Wellness Center (NFWC) at 7300 Newport Avenue in Norfolk, Virginia. The Project will be the first of its kind in Norfolk. This new center combines two independent municipal departments into one. Under one roof, typical features of a recreation center; aquatics and fitness, will coexist with a library, youth programs, and shared gathering areas. These interior programs will be complemented by shared outdoor amenities, taking full advantage of the available grounds and natural features. Being the first of its kind in this area, initial involvement is required from stakeholders who will be involved in daily programming and operations of the new department, and guidance from a design-build team with relevant experience is critical to develop collaborative, efficient use of the building. Such input is necessary in ensuring these two departments can maximize the benefits of coexisting. 1.3. The Project includes a library, fitness area, a gymnasium, a game room, meeting rooms, and indoor pools, and a lazy river. The total programmed Gross Square Footage (GSF) is planned at just under 110,000 GSF, with a total project budget of $68 million including design, construction, permitting, utilities, and other soft costs. The existing NFWC, including a building, parking, and outdoor recreational amenities currently occupy the site. The City is interested in a cost-effective approach to design, which may or may not include the reuse of some or all of the existing building. The green space in the northwest corner of the site is highly regarded by the community, and the creek that borders the south and east sides of the site presents a unique amenity. It is a priority to maintain the continuity of existing NFWC programs within the existing building, to the maximum extent feasible, during construction. It is anticipated that the site entrances will continue to be from Newport Avenue. The following Attachments to this RFP give further definition to the Project and the Site. Those Attachments which describe the Site conditions are the best available to the City, however the Proposer is responsible for confirming any conditions that may affect its Proposal (CAD versions are not available.): 1.3.1. Attachment A: Topographic Survey dated May 8, 2023. This information is provided for general consideration in developing a Conceptual Phase Proposal, but Proposers are encouraged to verify any data on which it may rely for its Proposal. 1.3.2. Attachment B: Wetland Delineation Report for 7300 Newport Avenue dated April 1, 2022. This report contains information regarding the process used to identify limits of existing wetlands on site, as well as the findings from the study. 1.3.3. Attachment C: Building Spaces and Outdoor Amenities Program and Adjacency Diagram. This program outlines the spaces and amenities necessary to perform the functional desires of the public and the needs of Parks & Recreation and Libraries. The spaces provide an overview of the space name, function, dimensions, and other characteristics that will make up the new facility. It is expected that the successful Proposer will make necessary adjustments to fully detail and coordinate the program during the schematic design phase. Particular attention must be given to the arrangement of spaces so each of the departments can function independently, but also to be encouraged to seek opportunities for creative collaborations between them. Each design-builder in its conceptual proposal may offer its own layout and adjacencies that it believes represent the most advantageous design concept. Graphical representations of a Concept Design are optional, but not required. 1.3.4. Attachment D: Hazardous Materials Inspection for Combination Recreation and Library Facility at NFWC, dated April 11, 2023. 1.3.5. Attachment E: Preliminary Geotechnical Engineering Report and Appendix for Combination Recreation and Library Facility at NFWC dated May 25, 2023. This document provides geotechnical information for the Project site. 1.3.6. Attachment F: Phase I Environmental Site Assessment and Appendix for Fitness & Wellness Center dated April 18, 2023 1.3.7. Attachment G: Phase II Environmental Site Assessment dated May 30, 2023.
