Description

The goal of this project is to provide the Town of Mooresville with biddable construction documents for a new shelter, basketball court, walking paths, and an updated playground. The Park Masterplan is available upon request. The Town also reserves the right to reject any and all proposals and to waive informalities or technicalities as it may deem to be in its best interest. Design Scope of Work The focus of this project includes a new shelter, basketball court, walking paths, and an updated playground within the boundary of the half-acre park. The scope includes but may not be limited to professional, civil, structural, electrical, plumbing, and landscape design services, along with bidding and construction administration for the park. The design phase of this project has an anticipated completion date of 5/1/2024. A site visit and pre-bid will not be held. Submissions must include a list of all licensed agencies and firms that will be part of the project including all designers and personnel. Designer Scope of Work Pre-construction planning, including assistance in the preparation of a schedule, preliminary cost estimates, and value engineering measures. Development and refinement of cost estimates and project schedules. Professional civil, architectural, structural, drawings, specifications, shop drawings, details, cut sheets, or layout plans resulting in a biddable construction package including permitting and zoning procedures. Proposal Questions and Inquiries All interested parties must contact the Facilities Department of the Town of Mooresville by emailing JSymoniak@mooresvillenc.gov to be considered a plan holder and receive the required addenda. Pre-Submission Inquiries Submit written inquiries, questions, or comments by email to the individual listed above. All requests for information or clarification must be submitted by end of business on 10/06/2023. Date and Time of Submission Qualifications must be received electronically only to JSymoniak@mooresvillenc.gov by 3:00 PM on 10/13/2023. Late submissions will not be accepted. All submitted materials will become the property of Town of Mooresville and will not be returned. It is the Designer’s responsibility to make sure it is received before the submission deadline. Qualifications Statements Submission Format Proposals shall conform to the instructions in this section; deviation may result in the possible exclusion of such proposals from consideration. Packages received after the deadline will not be considered. Electronic Submission Only to JSymoniak@mooresvillenc.gov by 3:00 PM on 10/13/2023 Format - All submissions shall be PDF format Text - Text shall be at least single spaced, on 8 1/2 x 11inch paper, with a minimum one-inch margin all around with a 10-page maximum. Pages shall be numbered consecutively. Pages submitted more than any page limitations stated throughout this document may not be evaluated. Font Size - Print shall be of a 12-point font size. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable. Submission Requirements. The following information shall be submitted as part of this RFQ: Past Performance Relevant Project List and Summary. Submitting firms shall provide a list of similar projects, in terms of use, scope, and size, which are either ongoing or completed by the design firm. Project Summaries should include the following: Describe the project team composition. Describe the cost and schedule performance including explanations for any cost and/or time growth experienced. Include the primary point of contact responsible for the project for the owner Overview of the Selection Process Evaluations of Qualifications Qualifications will be evaluated based on the entities’ ability to meet the standards laid out in this RFQ as well as the following items: Experience with parks and recreation facilities Timely and accurate completion of past projects Design team composition Project approach and distinguishing factors References from past project managers and past performance* Location of primary office and regional offices Past Performance* Past performance will be evaluated as a measure of Town of Mooresville’s confidence in the entity’s ability to successfully perform this project based on demonstrated relevant and recent performance. In evaluations, evaluators will assess the following: Relevance of past performances Demonstrated quality of past performances Satisfaction level of clients Degree projects were kept within budget and met deadlines Degree litigation was avoided among parties Past performance may be evaluated based on the information received as part of the past performance summaries, phone interviews with identified customers on the project summary list, project descriptions, and summaries. The projects identified by the firm in the Relevant Project Summaries may not serve as the sole basis of evaluation of past performance. The Town of Mooresville reserves the right to obtain and utilize information obtained by the Town from sources other than those identified by the submitting firm. Interview The Town of Mooresville may elect to interview firms. The purpose of the interview will be to meet the proposed Project team, become familiar with key personnel and/or with the selection strategy proposed by the candidate, and understand the Project approach and ability to meet the stated objectives for the Project. Notice of Owner’s Discretion. The Town of Mooresville reserves the right to reject any and all submissions and to re-advertise the Project. This RFQ does not obligate the Town to pay any cost incurred by respondents in the preparation and submission of a response nor does it obligate the Town to accept or contract for any expressed or implied services. The Town further reserves the right to waive any irregularity or defect in any of the submissions received, so long as said irregularity or defect does not render the submission nonresponsive or in violation of Chapter 143 of the North Carolina General Statutes.
