2024-2025 District Door, Window, Lock, & Lock Core Repairs & Replacement GENERAL The contracted vendor shall be ready, willing, and able to perform various services in a timely way and in accordance with scheduling requirements set forth in the Technical Specifications. The successful bidder shall furnish all labor, materials, and equipment necessary to do this work as specified in a workmanlike and orderly manner and all work shall be performed in accordance with the best trade practice. All waste material shall be removed from the site and area left clean upon completion of work. Any equipment or building structure damaged by the successful bidder shall be repaired or replaced to the satisfaction of the owner. All work to be furnished within the District shall be performed with equipment, methods, and use of personnel in conformance with the pertinent Occupational Safety and Health Act Requirements. Materials and equipment purchased for permanent installation in this project will be exempt from the State sales tax. Each bidder shall take this exemption into account in calculating his bid price for the work. Quotes for labor and material costs shall be submitted within 2 (two) days of visit to the doorway for repair. Public Works Contractor Registration Certificate is required. Please Note: PER N.J.S.A. 34:11-56.51 NO CONTRACTOR SHALL BID ON ANY CONTRACT FOR PUBLIC WORK AS DEFINED IN 2 OF P.L.1963, c. 150 (C.34:11-56.26) UNLESS THE CONTRACTOR IS REGISTERED PURSUANT TO THIS ACT. Regulatory Requirements: Comply with applicable requirements of the laws, codes, ordinances, and regulations of federal, state, and municipal authorities having jurisdiction. Participating vendors must possess any license(s)/certification(s) required to install manufacturer parts as needed. If Contractor does not possess current licensure to install manufacturer’s equipment, the District must be informed. Once aware of the lack of licensure, the District shall have the option to have a properly licensed/certified contractor or manufacturer install the equipment as necessary. SCOPE OF WORK Category A - Hourly Labor Bidder shall provide repairs and maintenance work to existing doorways, windows, locks, and lock cores on District owned properties on an open-ended, time and material basis. All work required under the scope of this contract shall be performed on District owned or controlled properties. Category B - Parts/Material All materials required for installation shall be new and unused. All materials shall be of domestic manufacture as available. RESPONSE TIME The contractor must respond within two (2) working days after request for service. For emergency service calls, the contractor must respond to site within two hours, seven days per week, twenty-four hours per day to an emergency call from the District. In the event that there is no response within two hours, the District will purchase items wherever available and reserve the right to charge the price difference to the defaulting contractor. The contractor will submit and keep current a list of persons with their phone numbers to be called in the event of an emergency. The list and its updates shall be submitted to the Supervisor of Buildings & Grounds. WORK HOURS Normal Working Hours calls shall be Monday through Friday 7 AM to 5 PM. Overtime hours shall be Monday-Friday 5 PM to 7AM and/or Saturdays, Sundays, and Federal Holidays. Overtime hours are allowed with District’s approval when an emergency or extenuating circumstances warrant it. The District reserves the right to determine whether or not a specific task necessitated an overtime service call. Emergency Calls: The District reserves the right to determine whether or not a specific task necessitated an emergency call. Emergency call hours shall be any day of the week and any time of day. AWARD OF CONTRACT Contracts shall be awarded based on the lowest cumulative cost of Category A. All awarded contracts for Category A shall be awarded in conjunction with the discount submission for Category B. GUARANTEE The contractor shall fully guarantee its products for a period of one (1) year against all defects in materials, installation, and workmanship. If any failures or defects occur, the contractor shall replace the item within thirty (30) days of notification at no additional cost to the District. WORK LOCATIONS Bidder shall provide repairs and maintenance work to existing doors, windows, locks, and lock cores on District owned properties on an open-ended, time and material basis. All work required under the scope of this contract shall be performed on the Districts owned or controlled properties. The types of door structures on District property include but are not limited to: Sliding Electric Doors Garage Doors Electric Automatic Doors Wooden Doors Metal Doors Battened & Ledged Doors Hinged Doors Panel doors FRP Doors PAYMENT Contractor shall be paid only for actual time worked and for actual materials used. No travel time or portal to portal charges shall be allowed. Contractor shall come prepared with the necessary materials, equipment and tools needed to perform routine repairs. Travel time shall not be allowed for materials/ equipment that may need to be picked up unless an emergency exists. Invoices and estimated shall state the following information: Date and hours worked, Unit price bid per hour for each service technician, and itemized list of all materials used with prices to reflect bid proposal. The District reserves the right to request verification of material costs. The verification shall be received in seven (7) days All items delivered to location shall be F.O.B. Destination. COMPLETION TIME Work shall be completed within thirty (30) days of commencement date. Extension of completion time shall be granted by the District if the District determines the contractor is free from blame for the delay. The Bridgeton Board of Education reserves the right to have work completed by others should contractor fail to complete work within allowable period of time. Any difference in cost shall be deducted from money owed to the defaulting contractor. The contractor has the right to cure any completed work within thirty (30) days. An approved purchase order shall be required prior to all work being performed, except in cases of emergencies. The District shall make any investigations as it deems necessary to determine the ability of the contractor to perform the work as specified. There is no provision for subcontracting in this contract. APPROVAL OF WORK All damage to property by contractor shall be repaired by the contractor. Prior to the commencement of any work, the contractor will meet with the Supervisor of Building & Grounds or designee to perform a property inspection. After the work has been completed, the contractor or contractor’s representative shall meet with the Supervisor of Buildings & Grounds or designee to survey the same property for any related damage. Repairs must be completed prior to work acceptance and submittal of final invoice.
