(Local Time) Thursday, February 9, 2023</strong>. Bid submissions shall be plainly marked with the name and address of the bidder and reference <strong>“BID NO. 23-10” and “Terminal HVAC Improvements Phase II &ndash; Vestibule Upgrades.”</strong></p><p data-align=\"center\" style=\"text-align:center\"><strong>Submittals received after the closing time will be returned unopened. Vendors may register and submit bids electronically at https://procurement.opengov.com/login.</strong></p><p data-align=\"center\" style=\"text-align:center\"><strong>Bids will be opened and read aloud through Zoom online video conferencing at 2:15 P.M. Clear Creek Road, Killeen, Texas 76549. Pre-bid Conference attendance is optional for bidders on this project. Each bidder shall be limited to three personnel per organization.</p><p>The Project includes, but is not limited to, the replacement of the vestibule doors at the curbside of the terminal building and the operators. See proposal for more information on base bid work.</p><p>Pre-Bid questions will be accepted on the OpenGov e-bidding site. Questions will be accepted <strong>until 5:00 P.M. (Local Time), Friday, February 3, 2023</strong>.</p><p>Questions will be answered in the form of an addendum and posted on the OpenGov website. It is the bidder’s responsibility to obtain and acknowledge all addendums.</p><p>Complete information regarding this solicitation may be obtained from the City of Killeen website (https://www.killeentexas.gov/414/Purchasing), Demand Star (http://www.demandstar.com/), ESBD (www.txsmartbuy.com) and OpenGov E-Bidding site (https://procurement.opengov.com/login).</p><p>Bids will be received for a single prime contract. Bids shall be on a unit price basis, with additive alternate bid items as indicated in the Bid Form.</p><p>Bids must be submitted on the bid forms provided by the City and accompanied by a bid security in an amount of five percent (5%) of the Bidder’s maximum Bid price, payable, without recourse, to the City of Killeen. The security may be in the form of a certified cashier’s check or a Bid Bond in the same amount from a reliable surety company approved to do business in the State of Texas, as guarantee that the bidder will enter into a contract and execute a 100 percent performance bond and 100 percent payment bond and guaranty forms provided within ten (10) business days after notice of award of contract to him. Bids not accompanied by cashier’s check or bid bond will not be considered.</p><p><strong>Bidders must be licensed to perform work within the state of Texas.</strong></p><p>Federal Requirements for Federally Funded Projects. This Project is being partially funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). Contractors must comply with specific federally required provisions as listed herein and contained in the contract documents.</p><p><strong>Bidder must download plans and specifications in attachments section AND upload response.</strong></p>",
