County of Sacramento, Department of Child, Family and Adult Services – Child Protective Services (DCFAS-CPS) is seeking a qualified implementation and fund distribution partner, with evidenced focus on Diversity, Equity and Inclusion (DEI), to support the development and implementation of the Family First Sacramento Guaranteed Income for Families (FFSGIFF) Pilot. Activities associated with a successful partnership include, but are not limited to, the applicant's ability to support the following: Assist in the creation of “marketing and awareness” material to spread community awareness regarding the FFSGIFF Pilot, utilizing a culturally competent, anti-racist, anti-stigma, and strengths-based lens. Create and launch a publicly facing online interface designed to process public interest forms and applications with the ability to review applications for completeness, identify applications that meet all eligibility criteria, and provide real-time updates to applicants & DCFAS-CPS about the status of applications. Develop the application and enrollment process for potential participants to complete that places minimum constraints on participants. Facilitate a randomized selection process to identify potential FFSGIFF pilot participants. Participate in, support and/or fully facilitate one-to-one meetings with potential recipients to provide a general overview of the FFSGIFF Pilot and review possible impacts to public benefits, if any, so that potential recipients can determine if participation in the FFSGIFF Pilot is right for their family. Administer monthly recurring funds in an equitable manner that best meets each recipient’s identified needs and preferences, including options for those who may not be connected to a financial institution (unbanked). Provide technical support for any issues that arise with participants’ payments through the pilot and/or be available to assist DCFAS-CPS point of contact to provide this support. Provide training and technical assistance to DCFAS-CPS points of contact, to facilitate transfer of knowledge on how to best navigate any online platforms utilized for the FFSGIFF Pilot. Support the uploading of documents into a centralized database/online platform to gather necessary enrollment information such as eligibility verification of potential FFSGIFF Pilot participants and/or to facilitate having documents signed by participants. Facilitate a centralized method of communication between DCFAS-CPS and FFSGIFF Pilot participants to assist in addressing questions from applicants and/or participants as they arise. Collect, track, and report data specific to the FFSGIFF Pilot such as, but not limited to: Initial applicant demographics. Initial and final participant demographics (household size, ethnicity, baseline income level, employment status, etc.). Total funds disbursed and how funds were utilized by participants. Creation of individualized reports that are continuously accessible to DCFAS-CPS in an online platform. Submit progress and final reports as agreed upon with DCFAS-CPS. Provide a suggested timeline for completion of the FFSGIFF Pilot application launch, selection of participants and ongoing pilot support activities. Ideally, funds will be fully disbursed to participants and expended by contractor by June 2025 (this is subject to confirmation from the California Department of Social Services (CDSS) that the State Block Grant funding can be utilized through June 2025, which is currently pending). Partner with the Research and Evaluation Partner identified by DCFAS-CPS to support collaborative and transparent sharing of data to inform ongoing and final evaluation of the FFSGIFF Pilot.
