The Pensacola and Perdido Bays Estuary Program (herein after referred to as “PPBEP” or “the Estuary Program”) was established in 2018 through the adoption of an Interlocal Agreement to develop and implement a Comprehensive Conservation and Management Plan (CCMP) and carryout restoration, monitoring, and education and outreach priority initiatives across the Pensacola and Perdido watersheds. PPBEP’s mission is to restore and protect the Pensacola and Perdido Bay watersheds through restoration, education, and unbiased monitoring of the health of our bays, estuaries, and watersheds. The Estuary Program serves as a trusted source for residents, businesses, industry, and the community on issues relating to preserving, restoring, improving, and maintaining the natural habitat and ecosystem of the bays, estuaries and watersheds of Pensacola and Perdido Bays. PPBEP strives to achieve a healthy and collaborative environment by: 1. Elevating and increasing the importance, awareness and understanding of environmental quality. 2. Employing rigorous, unbiased, and scientifically sound science to inform and guide decisions, policies, and initiatives. 3. Funding programs and projects that protect the environment, increase ecological resilience 4. Building a network of inclusive, multi-stakeholder partnerships that takes into account factors affecting the environment, the economy, and the community-at-large for the benefit of improving the quality of life for all. The Estuary Program was initially funded through a Cooperative Agreement between the Gulf Coast Ecosystem Restoration Council and the US Environmental Protection Agency. Since formation in 2018, the Escambia County Board of County Commissioners has served as the host agency and fiscal agent for PPBEP. In spring 2023, the PPBEP Board determined it would be advantageous to establish an independent entity to carry out the mission of the Estuary Program as the Program continues to grow. As a result, the first amended and restated Interlocal Agreement was approved in April 2023 and on May 18, 2023, the Estuary Program reorganized as a Florida not-for-profit corporation operating as an instrumentality of government known as Pensacola and Perdido Bays Estuary Program, Inc. Signatories to the Interlocal Agreement include Escambia, Okaloosa, and Santa Rosa Counties in Florida; the Cities of Gulf Breeze, Milton, Orange Beach, Pensacola, and the Town of Century in Florida; and the City of Orange Beach, Alabama. The PPBEP Board of Directors is comprised of elected officials and/or their appointees representing each of these governmental agencies. As PPBEP transitions into an independent entity, all administrative and financial services are to transfer from Escambia County to the Estuary Program Corporation on October 1, 2023. PPBEP is seeking the services of a financial institution to include but not be limited to, maintain the general operating accounts, a Money Market account, wire transfer and ACH services, direct deposit services, online banking services, and provide fraud protection. PPBEP intends to enter into a contract with a single successful respondent for the Base Services Package on or before October 1, 2023. This will be a three-year contract and cover the period of October 1, 2023 - September 30, 2026. The contract will include an option to renew the contract for two additional three-year terms, subject to agreement of both parties and final approval of the PPBEP Board of Directors. The PPBEP is requesting proposals from Qualified Public Depositories that have experience in providing these services for public entities (including local governments and instrumentalities of government), not-for-profit corporations (including 501c3 non-profits) subject to state and federal financial regulations and grant and reporting requirements. Final award will be contingent upon approval of the PPBEP Board of Directors. The PPBEP reserves the right to reject any and all proposals and to withdraw this Request for Proposals before or after proposals are received. Please note: PPBEP has not yet received a 501c3 determination; however, intends to apply for determination to the Internal Revenue Service in August 2023. As an instrumentality of government, PPBEP should adhere to all applicable accounting principles, specifically as it relates to management of federal grant awards. The Escambia County Office of Purchasing is advertising this Request for Proposals on behalf of Pensacola and Perdido Bays Estuary Program, Inc. The negotiated contract will be between the selected firm and Pensacola and Perdido Bays Estuary Program, Inc., subject to the approval of the PPBEP Board of Directors. Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the PPBEP may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor. PPBEP will abide by the statutory provision and not seek or consider those interests.
