Lancaster County Sheriff’s Evidence Storage ARCHITECTURAL SCOPE OF SERVICES PROJECT SUMMARY Lancaster County intends to build a new evidence storage building at the Lancaster County Sheriff’s Complex. The County will need professional Architectural services to ensure the renovation maximizes return by including as many of the Sheriff’s needs as possible within the project budget. • Building: o Create an evidence storage building on existing property owned by Lancaster County. o Exterior walls should be constructed of concrete blocks with concrete filled cells or a similar material; exterior doors should be metal clad with metal frames. Main entry door and any interior doors should be wider than standard doors to permit the entry of bulky evidence items. o Roof should be made in a way to resist entry (no flat roofs!). o Building should be wired for Wi-Fi, surveillance cameras, and security system. o Ideally there should be a covered, secured walkway between the existing evidence storage building and the new building. o Security & Data locations to be coordinated with Lancaster County I.T. department. • Evidence Preservation: o Heating and air system should be able to maintain a temperature range between 60 and 75°; ventilation should remove noxious fumes from building. o System should also have added humidity control to keep relative humidity level below 60%. o Generator needed to cover times of power loss. • Vehicle Storage Area o Model of an acceptable lift system such as the HD-9 series. o Concrete flooring must be thick enough to support weight of vertical car lifts. o Power source and the installation of both a power disconnect switch and a thermal disconnect switch. o Due to difficulty in moving vehicles around in the evidence garage, suggestion is to have a bay door per four-post lift unit. • Lighting o Create ample lighting in the building to illuminate areas between shelving units. In our current building, because of the way the lighting was installed, several aisles between shelving units are extremely dark to the point we must use handheld flashlights to supplement the lighting in those areas. o Lighting units should be positioned perpendicularly to the alignment of shelving units. ARCHITECT’S SCOPE • Ascertain the County’s requirements such as design, appearance, budget, and time frame. The architect will then prepare a program of the County’s requirements. • Visit the Site and examine the site constraints, potential and the surrounding environment. • Examine the Codes, Legislation, and standards to determine how they affect the project. Adjust the project details to meet or exceed all that are applicable to this project. • Acquaint the County with the Conditions of Engagement and Scale of Charges. • Be responsible for the direction and integration of any Architectural subcontractor work, including the Consultant’s calculations, detailed design, and periodic inspection of the work entrusted to them. • This project is ARPA funded and will require compliance with applicable sections of CFR-200. CONCEPT DESIGN • The Architect shall prepare a report on site evaluation, state of existing buildings and analysis and impact of proposed development on the immediate environment. • Obtain from the County site borings or such other tests on sub-soil conditions. (Done at the County expense by County vendors) • Prepare conceptual design to explain his understanding of the County's requirements. • Prepare a rough estimate of the cost of the project. PRELIMINARY DESIGN AND DRAWING • The Architect shall modify the conceptual design to incorporate required changes. • Prepare the preliminary drawings, sketches, study model etc., for the County's approval. • Work with Lancaster County IT for low voltage specifications. • Prepare a preliminary estimate of cost based on the design. DRAWINGS FOR COUNTY/ STATUTORY APPROVALS • The Architect shall incorporate further suggestions of the County. • Prepare drawings necessary for approval from the County and statutory authorities. • Ensure compliance with codes, standards, and legislation as applicable. • Assists the County in obtaining the statutory approval, if required. WORKING DRAWINGS AND BID DOCUMENTS • Prepare bid drawings including large scale details and bid documents. • Review bid submissions to ensure responsibility and responsiveness. CONSTRUCTION • Issue sufficient copies of working drawings, schedules, specifications, and other contract documents to the Contractor for the proper execution of work. • Approve the Work Progress Schedule prepared by the Contractors. • Approve samples of various elements and components. • Check and approves shop drawings submitted by the Contractors and Vendors • Attend project team meetings to ensure that the project proceeds in accordance with the conditions of contract. • Visit the site at intervals mutually agreed upon to inspect and evaluate construction work and keep the County informed of the quality and progress of work. Where necessary, clarify any decision and interpret drawings and specifications. • Ensure that the drawings are being correctly interpreted and the finish is of acceptable quality. Determine if payments to the Contractor should be withheld until the defects have been rectified. • Advise the County if the Contract time is likely to vary or if the total authorized expenditure is likely to be exceeded. • Check Contractor applications for payment and issue Certificates authorizing payment. • Issues Certificate of Substantial Completion of work. COMPLETION • The Architect shall prepare and submit completion reports and drawings. • Assist the County in obtaining Completion or Occupation Certificate from the Statutory Authorities wherever required. • Issues two sets of as-built drawings including services and structures for the project as required. • Attend a 1 year follow up walk through and provide assistance to the owner in getting any outstanding tasks completed by the General Contractor or specialty contractors working on site during the project period.
