  "summary": "<p><span style=\"font-size: 14px;\">The purpose of this Request for Proposals (RFP) is to provide prospective Third-Party Administrators (&ldquo;TPA&rdquo;) with information that will enable them to prepare and submit a proposal for third party administration services for the City of South San Francisco (&ldquo;The City&rdquo;) self-insured workers&rsquo; compensation program. The City is looking for a TPA partnership that will deliver objective and </span><span style=\"font-size: 14px;\">measurable results that will reduce the cost and duration of workers&rsquo; compensation claims, provide </span><span style=\"font-size: 14px;\">claims processing in a timely and professional manner, actively pursue subrogation, assist in returning </span><span style=\"font-size: 14px;\">injured employees back to work and maintain strong communications and customer service focus with </span><span style=\"font-size: 14px;\">the injured worker and the City. The TPA partner must also demonstrate solid reporting and effective </span><span style=\"font-size: 14px;\">technological capabilities in their claims management process.</span></p><p><span style=\"font-size: 14px;\">South San Francisco, \"The Industrial City\" was incorporated on September 19, 1908. The City is home </span><span style=\"font-size: 14px;\">to 66,587 residents and a land area of 9.20 square miles. South San Francisco is located approximately </span><span style=\"font-size: 14px;\">8 miles south of Downtown San Francisco and is adjacent to the northern border of the San Francisco </span><span style=\"font-size: 14px;\">Airport and San Bruno, south of Daly City, Colma, and Brisbane, and east of Pacifica. The City of </span><span style=\"font-size: 14px;\">South San Francisco is a general law city, which operates under the Council/Manager form of </span><span style=\"font-size: 14px;\">government with a FY 2024/25 General Fund budget of $140 million and a total budget of $295 </span><span style=\"font-size: 14px;\">million.</span></p><p><span style=\"font-size: 14px;\">The City employs approximately four hundred seventy-two (472) full-time permanent employees and </span><span style=\"font-size: 14px;\">approximately five hundred and twelve (512) part-time hourly employees. The City&rsquo;s public safety </span><span style=\"font-size: 14px;\">personnel consist of the Police and Fire Departments and there are approximately 153 public safety </span><span style=\"font-size: 14px;\">employees within these departments. The City&rsquo;s other departments include Economic and </span><span style=\"font-size: 14px;\">Community Development (Including Building Inspection, Housing, Planning, and Economic </span><span style=\"font-size: 14px;\">Development), Finance, Human Resources, Information Technology, Library, Parks and Recreation </span><span style=\"font-size: 14px;\">(includes facility maintenance, park maintenance, and City tree maintenance), Public Works </span><span style=\"font-size: 14px;\">(includes street and sewer maintenance, City fleet maintenance, and code enforcement), the Office </span><span style=\"font-size: 14px;\">of the City Manager and the Office of the City Clerk. The City also operates a Water Quality Control </span><span style=\"font-size: 14px;\">Plant that services the City as well as neighboring jurisdictions. Full time employees and eligible </span><span style=\"font-size: 14px;\">part-time employees are members of California Public Employees&rsquo; Retirement System (CalPERS).</span></p><p><span style=\"font-size: 14px;\">The City manages its workers&rsquo; compensation program through their Human Resources Department </span><span style=\"font-size: 14px;\">lead by Leah Lockhart, Human Resources Director and assisted by a Human Resources Manager, </span><span style=\"font-size: 14px;\">Senior HR Analysts, and HR Technicians. The City contracts with a Third-Party Administrator (TPA) </span><span style=\"font-size: 14px;\">to administer for claims review, processing, payment of benefits for its self-insured workers&rsquo; </span><span style=\"font-size: 14px;\">compensation program. The City maintains a self-insured retention amount of five hundred thousand </span><span style=\"font-size: 14px;\">($500,000) dollars per incident and is a member of the PRISM-Excess Insurance Authority, a Joint </span><span style=\"font-size: 14px;\">Powers Authority which provides excess workers&rsquo; compensation coverage.</span></p>",
