The purpose of this Request for Proposals (RFP) is to provide prospective Third-Party Administrators (“TPA”) with information that will enable them to prepare and submit a proposal for third party administration services for the City of South San Francisco (“The City”) self-insured workers’ compensation program. The City is looking for a TPA partnership that will deliver objective and measurable results that will reduce the cost and duration of workers’ compensation claims, provide claims processing in a timely and professional manner, actively pursue subrogation, assist in returning injured employees back to work and maintain strong communications and customer service focus with the injured worker and the City. The TPA partner must also demonstrate solid reporting and effective technological capabilities in their claims management process. South San Francisco, "The Industrial City" was incorporated on September 19, 1908. The City is home to 66,587 residents and a land area of 9.20 square miles. South San Francisco is located approximately 8 miles south of Downtown San Francisco and is adjacent to the northern border of the San Francisco Airport and San Bruno, south of Daly City, Colma, and Brisbane, and east of Pacifica. The City of South San Francisco is a general law city, which operates under the Council/Manager form of government with a FY 2024/25 General Fund budget of $140 million and a total budget of $295 million. The City employs approximately four hundred seventy-two (472) full-time permanent employees and approximately five hundred and twelve (512) part-time hourly employees. The City’s public safety personnel consist of the Police and Fire Departments and there are approximately 153 public safety employees within these departments. The City’s other departments include Economic and Community Development (Including Building Inspection, Housing, Planning, and Economic Development), Finance, Human Resources, Information Technology, Library, Parks and Recreation (includes facility maintenance, park maintenance, and City tree maintenance), Public Works (includes street and sewer maintenance, City fleet maintenance, and code enforcement), the Office of the City Manager and the Office of the City Clerk. The City also operates a Water Quality Control Plant that services the City as well as neighboring jurisdictions. Full time employees and eligible part-time employees are members of California Public Employees’ Retirement System (CalPERS). The City manages its workers’ compensation program through their Human Resources Department lead by Leah Lockhart, Human Resources Director and assisted by a Human Resources Manager, Senior HR Analysts, and HR Technicians. The City contracts with a Third-Party Administrator (TPA) to administer for claims review, processing, payment of benefits for its self-insured workers’ compensation program. The City maintains a self-insured retention amount of five hundred thousand ($500,000) dollars per incident and is a member of the PRISM-Excess Insurance Authority, a Joint Powers Authority which provides excess workers’ compensation coverage.
