Civil Construction Related to Property Abatement, Demolition, Decommissioning, and Asbestos Abatement

Description
Refer to attached bid packet. The following is an example of the type of work that could be required, it is not intended to be a complete listing of such. Services can be performed by the awarded contractor or may be subcontracted as needed. All work must be performed by properly licensed and certified persons and/or contractors. Contractor shall comply with all federal, state and local regulations when performing any work under the resulting contract. Specifically, but not by way of limitation, Contractor must comply with Revised Code of Washington (RCW) 39.12; Prevaling Wages on Public Projects. DEMOLITION/EARTHWORK: Complete demolition and disposal of stick build homes, mobile homes, garages, barns and other structures including structure contents, concrete foundations, walkways, and driveways, decks, fencing, pools, hot-tubs, play structures, including but not limited to, all remnant components of the demolished structures and any tires, wood, trash, and other debris present on the property. This work could also include stabilization of the site after the demolition is complete. UNDERGROUND or ABOVE GROUND TANK REMOVAL: Pumping, testing, soil sampling, removal, soil contamination remediation, restoration, permits and reports for the proper removal of fuel tanks or other miscellaneous storage tanks. SEPTIC DECOMMISSIONING: Decommissioning of existing septic systems. When septic systems are located, they shall be decommissioned in accordance with the Tacoma-Pierce County Health Department rules and regulations. The septic decommission, removal and backfilling operation shall also be done in accordance with all local, state, and federal regulations. The contractor could be responsible for the locating of septic tanks and having the septic tank pumped. Pierce County will be responsible for submitting to the Health Department for the decommissioning certificate. WELL DECOMMISSIONING: Locating and ensuring well heads are capped to prevent any potential contamination from entering the well casing. Well work can include the removal of pumps and the removing of the casing to a minimum of 3 feet below existing grade. Grading work, when required, shall conform with surrounding contours. When grading work is performed, erosion control activities shall also be included to protect exposed soils. ASBESTOS ABATEMENT: In some instances, Pierce County may require asbestos abatement services. Pierce County will have all necessary AHERA material survey work done prior to issuing a request for work order assignment and will share any existing report with the contractor. It is preferred that contractors have the proper certifications and licensing to perform asbestos abatement work. If the use of a registered asbestos company is needed, that work will be paid for based on asbestos vendor-documented cost plus 10% markup.
