  "summary": "<p style=\"margin: 0in 0in 0.0001pt; font-size: 12pt;\">The City of Waxahachie (&ldquo;City&rdquo;) is accepting Statements of Qualifications (SOQ) from qualified firms (&ldquo;Consultant&rdquo;) to establish a short-list of pre-approved firms to provide professional engineering services in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications document.&nbsp; This RFQ provides interested firms with the information necessary to prepare and submit their qualifications for consideration.</p><p style=\"margin: 0in 0in 0.0001pt; font-size: 12pt;\">&nbsp;</p><p style=\"margin: 0in 0in 0.0001pt; font-size: 12pt;\">The City anticipates utilizing the requested professional services as a short-list on an &lsquo;as needed&rsquo; basis, to assist City Staff with the development of capital improvement projects. In accordance with <a href=\"https://statutes.capitol.texas.gov/Docs/GV/pdf/GV.2254.pdf\" target=\"_blank\" rel=\"noopener\">Texas Government Code 2254</a>, the City of Waxahachie will use the pre-selected list of firms to make a final selection for the highest qualified firm for individual projects as they arise. As part of final selection, the City may request additional information from the firms to gauge availability and expertise in a specific area of focus.</p><p style=\"margin: 0in 0in 0.0001pt; font-size: 12pt;\">&nbsp;</p><p style=\"margin: 0in 0in 0.0001pt; font-size: 12pt;\">It is the intent of the City to use the selected firms for Professional Services, for a period of three to five years. If in the best interest of the City, the City of Waxahachie reserves the right to re-issue a subsequent Request for Qualifications either in whole or in part at any time.</p><p style=\"margin: 0in 0in 0.0001pt; font-size: 12pt;\">&nbsp;</p><p><span style=\"font-size: 12.0pt;\">The number of qualified firms selected will be based upon review of the SOQ documents. The intent of this process is to pre-approve a small group for each project category identified to make a final firm selection a quick and seamless process when projects arise. Not all that respond will be selected. Awards will be based upon the needs of the City and the final selection process. No minimum or maximum project guarantees can be made to those selected.</span></p><p style=\"text-align: center;\"><strong><u>RESPONDENTS ARE STRONGLY ENCOURAGED TO CAREFULLY READ THE ENTIRE DOCUMENT PRIOR TO SUBMITTING A RESPONSE.</u></strong></p>",
