  "summary": "<p>The City of South San Francisco (City) seeks proposals for professional engineering and design services to facilitate a rehabilitation project of all eligible streets west of 101. The 2022 West of 101 Pavement Rehabilitation Project (Project)’s goal is to perform deferred maintenance west of 101, outside of the annual surface seal program.</p><p>The City is responsible for the maintenance and repair of approximately 140 centerline miles, comprised of 33 arterial miles, 39 collector miles, and 68 residential miles. The City utilizes a program of slurry seals, overlays, and surface reconstruction as maintenance and rehabilitation strategies. West of US101, there are approximately 123 centerline miles, comprised of 23 arterial miles, 35 collector miles, and 65 residential miles.</p><p>Every two years, the City surveys the streets and enters the data into the South San Francisco Pavement Management Program (PMP) StreetSaver database program. This database program assists staff in determining the pavement condition index (PCI) of each street segment and the street network overall. The pavement condition survey and update of the database program was updated in 2020 and included input for recent City pavement maintenance and rehabilitation projects. The pavement condition database program also recommends optimal maintenance and rehabilitation strategies for a given year with a certain budget.</p><p>The PMP provides:</p><ul><li><div class=\"list-item-child\">A multi-year road rehabilitation and maintenance program,</div></li><li><div class=\"list-item-child\">A preventative maintenance program for a desired PCI, and</div></li><li><div class=\"list-item-child\">Identification of cost-effective repairs for a certain budget.</div></li></ul><p>The City of South San Francisco is seeking proposals for professional engineering and design services for the Project that will be a major part of the overall Pavement Management Program. Any firm who would like to submit a proposal for such services shall submit a proposal following the instructions and format outlined with this Request for Proposal (RFP). The City shall competitively solicit RFPs and award a contract to the most qualified and responsible Consultant with the most responsive proposal.</p><p>&nbsp;</p><p>&nbsp;</p>",
