Intent to Single Source for NELS Air Flow Probes

cityoftampa / Solid Waste & Environmental Program Management

Description

The McKay Bay Waste-to-Energy Facility requires completion of a combustion air-profile optimization project that was initiated in 2019 and not fully executed due to the facility transition and COVID-related travel restrictions. As a result, the existing air profiles in the boilers do not fully reflect the intended final configuration, which limits operators’ ability to optimally control combustion. The original project included detailed analysis of boiler air distribution, development of optimized air profiles, and unit-specific recommendations based on historical testing, baseline data, and as-built conditions at the time. Portions of this work were completed, generating facility-specific data and analytical frameworks that remain directly applicable to the current units. With the completion of the facility retrofit, conditions now exist to finalize this work and implement the remaining recommendations. Completing the project will allow for improved control of over-fire and under-fire air, enhanced combustion efficiency, and reduced operational variability, supporting consistent environmental compliance. Continuation of the original project using the same analytical approach and historical datasets avoids duplication of prior engineering efforts, reduces schedule risk, and ensures consistency with previously established combustion models and assumptions. Completion of this effort represents one of the final combustion optimization initiatives planned for all units at the McKay Bay Waste-to-Energy Facility and is expected to provide long-term operational and compliance benefits.
