Description
This Invitation to Bid is soliciting planning consultant firms to supplement Planning and Development Services Division during times of staff shortages, high volumes of development applications, or if additional specialists are required for development application review and/or comprehensive planning. Staff would be requested to supplement the County’s staffing requirements on an “as-needed” basis. The bidder shall provide at least one professional who is certified through the American Planning Association as American Institute of Certified Planners, AICP credentials. It will be the county’s responsibility to ensure that any applications that are part of a request for assistance are complete and applicants have submitted all information that is required per state statutes and the County’s applicable requirements. The Planning and Development Services Division is responsible for hosting two important hearings for the processing of development applications and comprehensive planning efforts: The Development Review Committee (DRC), established by Section 72-501 of the Volusia County Code of Ordinances, to review site plans and subdivisions regulated in Chapter 72 of the Code of Ordinances, as well as appeals of the same. The Planning and Land Development Regulation Commission (PLDRC, Volusia County’s Local Planning Agency per Florida State Statutes 163.3174) and its associated planning applications, such as future land use map amendments, rezonings, planned unit development rezonings, local area plans, variances, and special exceptions. The PLDRC is also responsible for community visioning and text amendments to the comprehensive plan.
