All Questions must be submitted in writing through OpenGov Procurement by clicking the Question/Answer Tab. All Questions submitted and answers provided will be electronically distributed to Proposers through OpenGov Procurement, pursuant to the solicitation schedule in the Timeline below.</span></p><p><span style=\"font-size: 14px;\">Proposals will not be accepted after the proposal submission deadline. An incomplete proposal or a proposal that does not conform to the requirements may not be considered, in WCW's sole discretion. Issuance of this RFP does not obligate WCW to award a contract. WCW is not liable for any of Proposer&rsquo;s costs to prepare and submit a proposal. WCW may award all or parts of this contract to several Proposers, select no Proposers, and/or to re-solicit proposals. By submitting a proposal, the Proposer agrees that it has read and understands all requirements and conditions of this RFP.</span></p><p><span style=\"font-size: 14px;\">Submission of a proposal constitutes a firm offer to WCW for 180 days from the deadline. Submission of a proposal indicates an intent to be bound to the conditions contained in this RFP unless a clear exception request is included in the proposal. Questions regarding this RFP are to be submitted and answered through WCW's <a href=\"https://procurement.opengov.com/portal/wcwd\">eProcurement Portal</a>.</span></p><p><strong>License, DIR Registration, Prevailing Wage, and Bonding Requirements</strong></p><p>The Services include installation work, which is considered public works as defined by California Labor Code Section 1720. The successful Proposer will be responsible for the payment of prevailing wage rates and compliance with other related requirements as set forth in California Labor Code Sections 1770 to 1780 for such work. Prevailing wage and Labor Code requirements are detailed in Attachment A to this RFP, Sample Consultant Services Agreement.</p><p>Consultants and their proposed subcontractors must hold such licenses as may be required by the laws of the State of California for the performance of the Services. Firms proposing as the prime contractor must possess a valid California State Contractor&rsquo;s License, and a C7 Low Voltage Systems License.</p><p>Consultant and subcontractors must be registered with the Department of Industrial Relations (\"DIR\") to the extent feasible, given any technical delays on the part of the DIR. Each offeror must submit (a) proof of contractor registration with DIR (e.g. a copy of the relevant page of the DIR's database), or (b) a satisfactory explanation why the offeror is not registered with the DIR. The resulting Agreement is subject to monitoring and enforcement by the DIR.</p><p>For all Agreements where the installation work exceeds $25,000, the successful Consultant must provide payment and performance bonds and performance bonds in the amount equal to one hundred percent (100%) of the installation work and issued by a California admitted surety. Full compensation for furnishing the bonds is included in the contract price.</p>",
