COMPREHENSIVE DEVELOPMENT CODE UPDATE AND REZONING PROGRAM REQUEST FOR PROPOSALS, AND SIGN CODE UPDATE

Description
The City of Thousand seeks proposals from qualified professional consultants and firms who can work collaboratively with staff to complete the following projects: Project A Review, update, and rewrite the City's Zoning Ordinance (Thousand Oaks Municipal Code Title 9, Chapter 4– Excluding sign regulations (Article 23) to create a Comprehensive Development Code; (2) Complete an update to the zoning map to align the City's zoning designations with the recently adopted General Plan; (3) preparation of technical studies and associated environmental documents required under the California Environmental Quality Act (CEQA). Project A specifically excludes review and revision of the City’s sign regulations (Article 23) – See Project B for this project. The goal of this project is to achieve a comprehensive Development Code that is consistent with the recently adopted General Plan. The zoning regulations need to be organized, concise, and, where necessary, illustrated to explain development concepts and regulations clearly. The zoning regulations need to be consistent with applicable laws. The completed zoning ordinance must be user-friendly, while also implementing the policies, goals, and objectives of the General Plan. The consultant will be expected to perform services required by the City professionally and on time. These services must include meaningful public outreach and engagement throughout the planning process. Project B Review, update, and modernize the City’s Sign Code as outlined in Thousand Oaks Municipal Code Title 9, Chapter 3, Article 23. During the review process, identify deficiencies in the current sign regulations and revise to meet the objectives of, and be consistent with, the General Plan, and ensure compliance with all applicable laws. The goal is to develop objective, clear, and easily understandable standards that are straightforward to administer, ensuring they reflect the community's values and enhance the city's aesthetic. Please note that the scope of work is segmented into two distinct projects. Each project will be individually quoted, and one or more contractors may be chosen to execute each specific project.
