  "summary": "<p>Washington County Department of Housing Services (DHS), in cooperation with Clackamas County and Multnomah County, seeks to partner with technical financial consultants to provide financial monitoring and evaluation services. These activities will primarily focus on the evaluation of subcontractors providing homeless services in the Portland Metro Region.</p><p>The DHS and its partners will work collaboratively to identify a variety of technical financial needs and projects required to support the effective operation of the homeless services system and the efficient utilization and administration of housing services contracts with community-based organizations. The County and its partners intend to procure a pool of vendors from which each county (or counties collectively) will enter into contracts to support a variety of financial projects and activities. Vendors that are successfully established as a vendor through this RFP will be eligible to contract for the financial services outlined in this solicitation for three years. The selected vendors will receive project management direction and assignments from the DHS and its partners and should expect to work closely with community-based organizations providing homeless services as it carries out its contractual obligations.</p>",
