Description
The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Project Title . Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO Response Submission Time on Response Submission Date . Late responses will not be accepted. WSSC has a strong desire to improve the effectiveness, productivity, and efficiency of Commission programs, policies, practices, and operations. Therefore, the Commission is soliciting proposals from qualified vendors to provide consulting services to support Management in conducting a comprehensive independent evaluation of the Operational Efficiency and Sustainability of the Commission as defined in the scope of work. The Commission’s primary objective is to identify an independent evaluator who will: Provide independent subject matter expertise to conduct comprehensive organizational performance and program evaluations of the Commission, and a thorough review of its systems, key operations, and primary processes, to provide existing leadership a firm understanding of the current state of the operations under the purview of management and in-depth knowledge regarding opportunities for improvement. Engagement to perform independent reviews that meet the requirements of state legislation (e.g., HB 1195). Recommend actionable measures to improve operational efficiencies. Establish a baseline of performance for continuous performance management and accountability. Identify efficiencies and opportunities to reduce operating costs, given the impacts that rising costs have on our customers. Provide final reports to the Commission Board, County Councils, the County Executives, and the Maryland General Assembly. Provide a public-facing report of findings and recommendations. Provide support to Commission staff in the implementation of recommended programs, initiatives, and improvements, with change management central to the implementation effort. Therefore, WSSC’s Management seeks the services of contractors that will provide consulting services focused on improving performance, while reducing costs and enhancing operational efficiencies. This solicitation will result in one contract managed under the purview of the General Manager’s Office of Performance and Accountability, in consultation with The Maryland General Assembly, Department of Legislative Services (“DLS”). The awardee will be expected to meet with DLS twice a month and permit DLS to attend meetings regarding its consulting services. The contract selection will be based on the proponent(s) offering the best combination of qualifications, experience, and price, as determined by a selection committee. This Request for Proposals (“RFP”) will result in a contract with a not-to-exceed fee basis. The contract will be awarded as follows: In two phases covering two sections, as outlined in the Scope of Services. Phase one shall be completed by August 2027. Phase II will be two years and will begin in August 2027. The award of Phase II will be contingent on the contractor’s Phase I performance and will consist of implementation support for findings and recommendations identified under the contract. The Commission reserves the right to eliminate portions of the scope in Section 2 consistent with timing requirements, operational need, and subject to funding availability.
