Description

The intent of this proposal is for the City to acquire emergency debris monitoring services due to catastrophic circumstances and eliminate immediate threats to life, public health, safety and to prevent damages to public and private property, which is considered essential to ensure economic recovery of the City. The City is requesting proposals from qualified and experienced individuals, firms, corporations, partnerships, or entity who can provide emergency debris monitoring services including, but not limited to, effectively and efficiently monitoring and documenting work and costs associated with the debris removal operations within the City limits. Work under this proposal will be on an “as needed” basis or when Notice to Proceed is given to the contractor(s). Monitoring debris removal operations involves observing and documenting work from collection to disposal to ensure eligibility under FEMA’s Public Assistance Program, the FEMA Debris Monitoring Guide, and applicable federal and state regulations. Inadequate monitoring may jeopardize the City’s ability to receive FEMA funding. Proper documentation is essential to verify the eligibility of debris operations for reimbursement, ensure costs are reasonable, and confirm compliance with federal procurement rules. The Firm must be knowledgeable in FEMA and insurance reimbursement procedures and demonstrate experience in environmental regulations and permitting. The Firm will also be responsible for staying up-to-date with FEMA and other relevant guidelines, advising the City on maximizing financial recovery through Federal and State grants.
