  "summary": "<p>The City of Killeen, Texas (&ldquo;City&rdquo;) is pleased to present a Request for Proposals (RFP) to solicit interest from prospective consultants to provide a Unified Development Code (UDC). &nbsp;The City seeks to enter into an agreement with a qualified planning consultant (&ldquo;Respondent&rdquo;) to provide a range of consulting, planning, and technical services. &nbsp; Respondents to this RFP shall provide written Submittals and denote their interest and expertise for the project discussed herein.</p><p>Any individual, firm, or corporation may submit a response to this RFP provided they are qualified to perform the scope of services described herein. &nbsp;The City intends to select the Respondent who demonstrates through its response to the RFP an ability to provide exceptional consulting services and a high-quality finished product. &nbsp;An evaluation committee (&ldquo;Committee&rdquo;) will evaluate all submittals and ultimately determine the most competent and qualified Proposer with whom to enter into an agreement for consulting services. &nbsp;During the evaluation process, the Committee and the City reserve the right to request additional information or clarifications from Proposers, or to allow corrections of errors or omissions in a submittal. &nbsp;At the City&rsquo;s discretion, Proposers may be requested to make oral presentations as part of the evaluation process.</p><p>The City is issuing this RFP in accordance with applicable laws that allow an agreement to be negotiated with a private entity that displays demonstrated competence and qualifications to perform professional services for the City. &nbsp;The City reserves the right to terminate this process and to cancel or modify this solicitation process at any time. &nbsp;In no event will the City or any of its respective agents, representatives, consultants, directors, officers, or employees be liable for or otherwise obligated to reimburse the costs incurred in preparation of a response to this RFP or any other related costs. &nbsp;The prospective entities are fully responsible for all costs incurred in the preparation and/or presentation of the RFP submittals. &nbsp;All RFP submittals will become the property of the City of Killeen. &nbsp;</p><p>All submittals shall be subject to disclosure under the Texas Public Information Act unless the respondent clearly and prominently identifies a particular submittal item as proprietary and said item unequivocally qualifies for this exception under the Act as determined by the Texas Attorney General.</p>",
