Description

The City of Chesapeake (Owner) plans to build a new public safety training academy that includes one gas-fired live fire training structure (Drill Tower) and three mobile outdoor gas-fueled trainers. The City of Chesapeake is seeking Proposals with Pricing for providing all materials, labor, supervision, staff, equipment, and related services for the complete provision, installation, testing, start-up, and training of the gas-fueled live fire training systems (as defined by NFPA 1402, also referred to in this document as gas fueled trainers or fire trainers) in the new drill tower plus the outdoor gas-fueled trainers. Offerors are advised that this Request for Proposal is subject to further negotiations by the Owner. The City of Chesapeake intends to award a construction contract to construct the facility to a General Contractor, and that Contract will include the gas-fueled live fire training systems provided by one vendor. The vendor will be a subcontractor to the General Contractor. The intent of this Request for Proposal (RFP) is to select a single vendor through competition for the gas-fueled live fire training systems. This is not a document for finding the basis-of-design vendor. The intent is for the contract for the gas-fueled live fire training systems to be awarded by the General Contractor to the selected vendor after the full construction project has been bid and awarded by the City. A letter will be provided to the successful offeror stating that the successful offeror will be named in the Project Specifications as the vendor for the gas-fueled live fire training systems. The Architect/Engineer Design Team (Design Team) will need design support from the selected fire trainer vendor during design phase, before construction contract award, to ensure the Construction Documents are coordinated with the equipment that will be supplied by the fire trainer vendor. The Contract for, and payment to, the fire trainer vendor for the fire trainer vendor's design support services will be provided by the Owner. General Conditions, such as pre-submission conference, contract period, insurance requirements, invoicing, access to and inspection of Work, subcontracting, termination, and non-discrimination, will be required by the General Contractor under its subcontractor contract with the vendor.
