Pinellas County is seeking a qualified Consultant to conduct a whole-community arts and culture master planning process that will gather widespread input about the current and future role of arts and culture countywide, including its role in tourism and enhancing Pinellas County as an arts and cultural destination, and result in the production of a Cultural Plan. The resulting plan will be evidence based, aspirational and achievable. It will provide vision and priorities for an innovative culture framework, including policies, programs and action steps for implementation; strategies to guide and strengthen the County’s arts and cultural planning, direction and guidance on current and future public funding and investment and will establish a road map for sustainable, equitable and vibrant development of the arts and cultural sectors for the next five to ten years. The project will be administered by Visit St. Pete Clearwater (VSPC) Pinellas County’s Convention and Visitors Bureau, and will be managed directly by Creative Pinellas, the County’s Local Arts Agency, who will be responsible for day-to-day management and oversight of the project. A staff member from Creative Pinellas will be assigned to oversee the project and will collaborate with Consultant on all aspects of the process. The Consultant will work collaboratively with Creative Pinellas to develop a comprehensive and detailed scope of services based on their expertise and knowledge, that the Consultant believes necessary to meet Pinellas County’s expectations for completing the project.
