Mental Health and Well Being for Transitional Age Youth

PROPOSAL FOCUS AND BACKGROUND Suicide is recognized as a leading public health problem and is the second leading cause of death among adolescents and young adults ages 15 to 24 in California as well as in Orange County. Reducing youth suicides is a major focus of the suicide prevention agenda nationally, statewide as well as locally. The California Mental Health Services Oversight &Accountability Commission (MHSOAC) recognizes that interventions that address “upstream” risk and protective factors have the potential to enhance community suicide prevention significantly. [1] Orange County aligns with this framework and to support the mental health and well-being of youth. The County of Orange Health Care Agency (HCA) is seeking proposals from qualified organizations to provide mental health and well-being services to Transitional Age Youth (TAY) (ages 15-24 years). Services will be prevention focused that address the “upstream" risk related to the development of behavioral health conditions and designed to increase connectedness, improve resilience, reduce stigma, and increase knowledge of behavioral health topics and available resources to improve help-seeking behaviors among TAY individuals, especially those who may be unserved, underserved or vulnerable, at-risk and/or who may be hard-to-reach. These individuals may include youth from diverse ethnic communities, youth formerly or currently involved in the child welfare system, TAY veterans, and LGBTQ youth who are at an increased risk of experiencing behavioral health needs. The services will focus on promoting mental health wellness and preventing mental illness by enhancing the understanding and awareness of mental health issues and available resources. The Mental Health Services Act (MHSA) represents a comprehensive approach to the development of community-based mental health services and supports. MHSA requires 19% of its allocation for Prevention and Early Intervention (PEI) services as a key strategy to prevent mental illness from becoming severe and disabling and to improve timely access for people who are underserved by the mental health system. PEI services strive to prevent the development of serious emotional or behavioral disorders or mental illness in at-risk individuals. This is achieved by reducing behavioral health risk factors or stressors, building protective factors and skills, and increasing resiliency for all age groups but especially for youth. HCA’s, Mental Health and Recovery Services (MHRS) has developed an MHSA Plan that makes resources available for preventing and addressing the earliest signs of mental health concerns, and a continuum of service system that is accessible to a diverse population. The most recent MHSA Plan update for FY 2023-24 through FY 2025-26 can be viewed at: Mental Health Services Act | Orange County California - Health Care Agency (ochealthinfo.com) HCA’s MHRS suicide prevention programs are aligned with the MHSOAC’s Striving for Zero Suicide Strategic Plan for Suicide Prevention 2020-2025 that adopts a public health approach to suicide prevention that places suicide prevention programs along a continuum that address risk and protective factors to promote positive mental health. According to the Substance Abuse and Mental Health Services Administration (SAMHSA), mental health encompasses emotional health and well-being and emotional and social competence. Absence of these competencies among youth can result in a range of problems including poor academic performance, eating disorders, depression, anxiety disorders, violence, and even suicide. Conversely, promotion of mental health and improving social functioning for youth have shown to strengthen the protective factors and reduce risk factors for behavioral health conditions and impact positively on overall youth mental health. The goal of these services will be to support TAY mental health and well-being by empowering all individuals impacted through an increase in knowledge about mental health, including associated risk and protective factors. The program will also aim to reduce stigma and foster a supportive environment for the community to dialogue. The program will provide services to TAY, their allies, and advocates, including students, parents, caregivers, teachers, college and university staff, mentors, service providers, community members, friends, and any personnel who serve or interact with TAY at any level. Services will be provided in settings that serve or support TAY and include educational facilities and community settings or any locations where TAY are likely to congregate and socialize throughout Orange County.
