  "summary": "<p>The County of Inyo (\"County\") is hereby soliciting proposals from qualified firms (Respondents) to serve as a Concessionaire and improve, operate, and maintain the Tecopa Hot Springs Campground and Pools. In seeking a Concessionaire, the County desires to provide the public with a high-quality and affordable campground and day-use hot springs destination, conveniently located near Las Vegas, Nevada at the entrance to Death Valley National Park.</p><p>The County seeks a Concessionaire able to provide high quality services and facilities in an atmosphere compatible with the natural, rural desert setting of the surrounding environment. The successful Respondent should have a plan to enhance the campground's attraction as a convenient, affordable, clean, and family-friendly accommodation for recreational users. &nbsp;The Concessionaire is expected to operate the facility with a revenue share arrangement with the County. The County is willing to forego some payment in exchange for agreed-upon investments into the facility.</p><p>The site has tremendous potential and it is the County's hope to find a Concessionaire with the vision and the ability to execute needed site improvements such as remodeling the existing men's and women's bath houses, remodeling the existing restrooms located in the campground, adding pull through spaces in the campground for larger RV's, upgrading electrical hookups, possibly adding water and sewer hookups, and upgrading the children's play area with other low-impact recreational activities. A 1,200 square foot building on the site may be utilized as an optional retail space.</p><p>As a part of the proposal, the Respondent may propose a financial partnership with the County to facilitate infrastructure upgrades, including a reduction or waiver of lease fee payments. Included with the Request for Proposal is a copy of the existing site map. Please provide a concept plan highlighting your proposed site improvement plans, proposed budget, including any requested County contribution or fee reduction, and a project time schedule.</p><p>Submissions to this RFP are due on August 15 at 5pm.&nbsp; Submission instructions, a detailed scope of work, terms and conditions, and the applicable contract can be found below.</p>",
