Description
STATEMENT OF PURPOSE The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide planning, design and installation services for approximately eighteen (18) small and twelve (12) large wayfinding signs to be located along key active transportation corridors and "mobility hubs" as part of the City's overarching innovative transportation demand management program. In early 2021, the City of West Sacramento adopted the Mobility Action Plan (MAP) identifying key mobility hub locations throughout the City, alongside its growing low-stress bicycle and trails network. The City desires to implement a wayfinding program along key corridors that is designed to facilitate easy travel by foot or by bike, with consideration given to walking/biking times and distances to nearby destinations, as well as connections to other active transportation facilities. The City also desires to explore potential opportunities for incorporating art into wayfinding and welcomes creative proposals from qualified firms on how this may be achieved alongside the proposed quantity of traditional signage. Although a baseline assessment has been completed considering locations for signage installation, the City seeks a qualified firm to assist in expeditiously completing the siting, design and bid-stage services to support the fabrication and installation of signage. The selected firm will coordinate with the City-led outreach process to solicit feedback on related TDM marketing strategies, which could include community feedback on draft signage designs. All outreach efforts will be led by the City, but would require support from selected firm through provision of draft collateral or other electronic images for public review, as defined in the scope of work. This project is part of the City's broader efforts to create more inclusive TDM strategies that go beyond reaching standard commuters to achieve greater mode shift for non-compulsory trips among various non-commuter user groups (e.g., seniors, youths, and families). This project is funded by two (2) grants received by the City including an "Innovate TDM" grant from the Sacramento Area Council of Governments which is comprised of Congestion Mitigation & Air Quality (CMAQ) funds and a grant from the Yolo Solano Air Quality Management District (YSAQMD) from the Clean Air Fund grant program. The standard CMAQ grant conditions are required to be passed through to sub-recpient contracts, alongside some restrictions on reimbursement for activities such as purchasing food or travel. Please note: Qualified firms are also invited to include *optional* add-on services related to marketing/branding development, if these are services provided by the firm, which may be incorporated at the City's sole discretion to support the broader innovative TDM strategy development, intended to create more inclusive marketing to encourage increased walking and biking among community members of all ages and abilities. Each qualified Proposer shall submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor." SYNONYMOUS TERMS As used throughout this bid and its attachments, the following terms are synonymous: a. Proposer, Firm, Consultant, Supplier, Vendor, Contractor, Successful Bidder, Offeror b.
