  "summary": "<p>The City of Ridgefield is seeking qualifications for P25002: I-5 South Connector Study &ndash; Stage II to be received no later than Thursday, May 22, 2025 at 4:00 p.m.</p><p>The City of Ridgefield is seeking qualifications from highly qualified firms to conduct a planning study to complete an alternatives analysis and select a preferred alternative for the Ridgefield/I-5 South Connector Project (known as Stage 2) through federal funding. This phase is funded by a Small Cities Surface Transportation Block Planning Grant (STBG) through the Southwest Washington Regional Transportation Council (RTC). The federal funding for Stage 2 will be matched with local funds from the City.</p><p>Stage 1, development and assessment of alternatives was completed in 2021. Stage 2 will refresh information for the alternatives collected during Stage 1, and advance the analysis to reach a preferred alternative decision, expected to be a joint decision by the Ridgefield City Council and Clark County Council.</p><p>In addition to selecting the preferred alternative, work will include planning level (Tier I) NEPA and SEPA documents for the preferred alternative. The planning work will include developing a scope and budget for succeeding phases as well as capital cost estimates for Capital Facilities planning. A preliminary footprint design will be produced for the environmental analysis to support the preferred alternative selection and be useful for the Area of Potential Effect (APE) which will be developed in a future stage including the NEPA/SEPA environmental documentation and clearance. The City will seek other funding sources to complete the environmental clearance process, design and permits, right-of-way (ROW) and construction which will be future, separate procurements.</p><p>This stage of the project will also include how the existing I-5 at SR 502 (219th Street) Interchange will be modified. The process will involve WSDOT Local Programs, WSDOT Traffic, Design and Planning and Clark County Public Works and Transportation Planning and shall comply with the Local Agency Guidelines (LAG) Manual.</p><p>The consultant contract type is Negotiated Hourly Rate.</p><p>A pre-submittal meeting (hybrid, in-person and Teams) is scheduled from 3-4pm PDT on Thursday, May 8, 2025 at the Ridgefield Administrative and Civic Center (RACC) building Enterprise conference room, located at 510 Pioneer Street, Ridgefield, WA 98642. Respondents are required to register for a free account via the City&rsquo;s e-Procurement Portal hosted by OpenGov Procurement. Once respondent has completed registration, you will have access to download the Request for Qualifications and will receive addenda notifications to your email by clicking &ldquo;Follow&rdquo; on this project. Ultimately, it is sole responsibility of each respondent to periodically check the site for any addenda at <a href=\"https://procurement.opengov.com/portal/ridgefieldwa\">https://procurement.opengov.com/portal/ridgefieldwa</a>.</p><p>All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City&rsquo;s e-Procurement Portal, located at <a href=\"https://procurement.opengov.com/portal/ridgefieldwa\">https://procurement.opengov.com/portal/ridgefieldwa</a> by 4:00 p.m. on Monday, May 12, 2025. Incomplete or late inquiries may not be considered.</p><p>Proposers will have the option of submitting their packets online via the City&rsquo;s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.</p><p>If choosing to submit online, electronic submittals must be received by the City through the City&rsquo;s e-Procurement Portal located at <a href=\"https://procurement.opengov.com/portal/ridgefieldwa\">https://procurement.opengov.com/portal/ridgefieldwa</a> no later than 4:00 PM (Pacific Time) Thursday, May 22, 2025. This is the preferred method. Submittals received after the specified time will not be accepted. The City&rsquo;s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submittal deadline regardless of any technical difficulties such as poor internet connections. The City strongly recommends completing your response well ahead of the deadline. Submittals received by fax or E-mail will not be accepted.</p><p>If the electronic submittal process is not an option, the City will also accept hand delivered or mailed submittals that shall be placed in a sealed envelope which clearly states the name of the proposer, the date of the submittal opening, and the title &ldquo;I-5 South Connector Study &ndash; Stage II&rdquo;. Hand delivered submissions shall be delivered to Ridgefield Administrative and Civic Center (RACC) building, 510 Pioneer Street, Suite B, Ridgefield, Washington 98642. Submittals that are not received by proposal closing of 4:00 p.m. local time, Thursday, May 22, 2025, will not be considered complete and will be forfeited.</p><p>Submittals delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. Box 608, Ridgefield, Washington 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Proposers may call the Procurement Coordinator to verify receipt of their submittal.
