Description
Escambia County is seeking design, permitting and construction oversight services for dune restoration activities on Pensacola Beach and Perdido Key as part of the National Fish and Wildlife Foundation (NFWF) National Coastal Resiliency Fund Project “Escambia County Dune Matrix Enhancement”. Activities will include installation of native dune vegetation along the seaward edge of the primary dune, infill plantings north of the primary dune line, asphalt/debris removal from select areas and installation of signage and sand fencing as appropriate. This scope of work is intended to facilitate final design, permitting, construction oversight and pre- and post-construction monitoring. Construction and installation activities are not included in this scope of work. Development of the Dune Restoration Plans (DRP) should follow basic dune restoration activities outlined in attached Dune Restoration Technical Specifications and incorporate threatened and endangered species protection where applicable. Contractor will work with relevant stakeholders including the County, Santa Rosa Island Authority, and private owners during design and plan development to ensure balance of species, access and recreational benefits. The project area encompasses public and privately held lands on Perdido Key and Pensacola Beach, including secondary and scrub habitats north of the primary dune, as identified in Exhibit 1. Additional planting areas may be identified through the scoping and stakeholder meeting processes. Design of restoration areas should consider protected species habitat, access corridors, and recreational needs of the specific area. Basic design should incorporate mechanical removal of asphalt and other road debris where appropriate and installation of suitable native vegetation on staggered 18-inch centers. Select woody and diversity species should be in incorporated to increase habitat complexity. Shorebird and sea turtle habitat should remain undisturbed within restoration areas to the maximum extent possible.
