It is a rural community located in southwestern Sacramento County with a racially and ethnically diverse population. The City is located off of Highway 160 between Walnut Grove and Rio Vista. It is a residential, industrial, and commercial city in the heart of the California Delta within the Sacramento County of California. The wastewater collection facilities that serve the City are owned, maintained, and operated by the City Sewer Division under the City&rsquo;s Public Works Department.</p><p style=\"margin: 0.5pt 0in 0.0001pt; font-size: 11pt;\"><span style=\"font-size: 10.5pt;\">&nbsp;</span></p><p style=\"margin: 0in 5.15pt 0.0001pt 5.55pt; text-align: justify; text-indent: 0in; line-height: 89%; font-size: 12pt;\">The City owns, operates, and maintains the City&rsquo;s wastewater collection system with approximately 6 miles of sewer main lines and 1 lift station. The treatment system for sewer is evaporation/percolation, ponds of about 1,700,000 square feet. The System services the entire City and a remote Site-Oxbow Marina. Additionally, the City plans on adding about 30 homes on Tyler Island Bridge Road immediately adjacent and contiguous to the City.</p><p style=\"margin: 0.45pt 0in 0.0001pt; font-size: 11pt;\"><span style=\"font-size: 11.5pt;\">&nbsp;</span></p><p style=\"margin: 0in 5.4pt 0.0001pt 5.55pt; text-align: justify; text-indent: 0in; font-size: 12pt;\">The City is requesting statements of qualifications from qualified firms to prepare a comprehensive wastewater (sewer) rate study. The purpose of this study is to prepare a cost of service study, validate the appropriate rate structure, and recommend rates for the City that generate adequate revenue to cover:</p><ol style=\"margin-top: .05pt; margin-bottom: .0001pt;\"><li style=\"list-style: none; margin: 0.05pt 5.95pt 0.0001pt 0px; font-size: 12pt;\"><ul style=\"margin-top: .05pt; margin-bottom: .0001pt;\"><li style=\"margin: 0.05pt 5.95pt 0.0001pt 0px; font-size: 12pt;\">Current and future operations and maintenance costs based on established and anticipated regulations and industry best management practices;</li><li style=\"line-height: 14.6pt; margin: 0in 0in 0.0001pt 0px; font-size: 12pt;\">Rate stabilization;</li><li style=\"margin: 0in 5.95pt 0.0001pt 0px; font-size: 12pt;\">Capital repair and replacement costs based on age and condition of infrastructure and systems;</li><li style=\"line-height: 14.65pt; margin: 0in 0in 0.0001pt 0px; font-size: 12pt;\">Major Capital Improvement project costs;</li><li style=\"line-height: 14.6pt; margin: 0in 0in 0.0001pt 0px; font-size: 12pt;\">An adequate reserve fund;</li><li style=\"line-height: 14.6pt; margin: 0in 0in 0.0001pt 0px; font-size: 12pt;\">Required debt coverage; and</li><li style=\"line-height: 14.65pt; margin: 0in 0in 0.0001pt 0px; font-size: 12pt;\">Necessary studies to maintain an efficient and resilient utility.</li></ul></li></ol><p style=\"margin: 0.4pt 0in 0.0001pt; font-size: 11pt;\"><span style=\"font-size: 10.0pt;\">&nbsp;</span></p><p><span style=\"font-size: 11.0pt;\">The</span><span style=\"font-size: 11.0pt;\"> </span><span style=\"font-size: 11.0pt;\">study</span><span style=\"font-size: 11.0pt;\"> </span><span style=\"font-size: 11.0pt;\">will</span><span style=\"font-size: 11.0pt;\"> </span><span style=\"font-size: 11.0pt;\">analyze</span><span style=\"font-size: 11.0pt;\"> </span><span style=\"font-size: 11.0pt;\">a 20-year period and develop a 5-Year Rate Structure that is in compliance with the California Proposition 218 requirements. The City has recently completed a sewer master plan, a copy of which is available upon request.
