  "summary": "<p>San Mateo County Health, Behavioral Health &amp; Recovery Services (BHRS) is seeking a Contractor(s) to provide project management services, assess BHRS&rsquo; organizational infrastructure to effectively respond to various recent State mandates and initiatives and provide planning and implementation technical assistance services needed to transition from the current Mental Health Services Act (MHSA) to the <a href=\"https://www.dhcs.ca.gov/BHT/Pages/home.aspx\">Proposition 1 &ndash; Behavioral Health Transformation </a>Behavioral Health Services Act (BHSA).</p><p>&nbsp;</p><p>California Proposition 1 (Prop 1) expands supportive housing and treatment facilities, improves accountability, and increases transparency of behavioral health care systems across California. The statewide initiative will build housing/facilities across the state, imposes new funding allocations, and expands community engagement, program and expenditure planning, monitoring, and outcome and fiscal reporting.&nbsp; Implementing Prop. 1 will require organizational changes for BHRS to be able to comply. Prop. 1 includes new funding for both BHSA transition planning and ongoing administrative costs.</p><p>&nbsp;</p><p>One or more proposers may be selected for these services.&nbsp; The contract with selected proposer(s) shall have a term of two (2) fiscal years through June 30, 2026. The County shall have the option to extend the term for an additional period of up to three (3) years as needed to support any ongoing implementation or continuous improvement needs, which the County may exercise in its sole, absolute discretion.</p><p>&nbsp;</p><p>The County&rsquo;s standard contract template has been included as Appendix B to this solicitation. The awarded contractor will be expected to sign an agreement prepared by the County using this template. Please ensure that your firm has completed legal review of these contract terms. If your firm wishes to request exceptions to these standard terms, submit a Contract Exceptions Request by the Deadline for Questions, Comments and Contract Exceptions listed in the Solicitation Schedule below. The County will consider Contract Exceptions Requests but reserves the right to reject requested modifications to its standard terms.</p>",
