  "summary": "<p><strong>STATEMENT OF PURPOSE</strong></p><p>The City of West Sacramento is soliciting qualifications from firms or individuals to provide consultant services specializing in the formation of a Property Based Improvement District (&ldquo;PBID&rdquo;) and/or a Tourism Improvement District (\"TID\") pursuant to the Property and Business Improvement District Law of 1994 (California Streets and Highways Code &sect;&sect; 36600-36671) (&ldquo;Project&rdquo;). Exploration of a PBID in the Central Business District shall be pursued with the intent to provide maintenance, economic development / capital improvements, safety, and related administration and advocacy programs directly and only to assessed parcels within its boundaries. Exploration of a TID city-wide shall be pursued with the intent to increase overnight travelers, increase tax revenue, and the amounts visitors spend at restaurants, and other attractions in the city.&nbsp;With over 28 motels and hotels, not including multiple RV parks, throughout the City and multiple, new full-service hotels currently in the advanced planning stages, there is a unique opportunity to evaluate the potential for a TID in the City.&nbsp;</p><p>Services shall include, but not be limited to, exploration and feasibility of a PBID and/or TID, creation of timeline for completion for the PBID or TID establishment, and research, outreach, and document preparation to complete a PBID or TID process. More details on the City's needs for this work are provided in the&nbsp;<a href=\"https://secure.procurenow.com/portal/cityofwestsacramento/projects/72613?section=undefined\">Scope of Work</a>.</p><p>Each qualified Proposer is to submit a proposal for qualifications in formation services in conformity with the terms of this Request for Qualifications (\"RFQ\") by the deadline below (\"Proposal\"). The Proposer selected by the City pursuant to the terms of this RFQ and the City's contracting procedures, if any is selected, is referred to herein as \"Contractor.\"</p><p><strong>SYNONYMOUS TERMS</strong></p><p>Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:</p><p>a.
