Project-based Permanent Supportive Housing Request for Interest - Rel 18

Description

Washington County’s Department of Housing Services (DHS) seeks to partner with qualified housing owners to support the creation of 500 project-based permanent supportive housing (PSH) units. DHS will work collaboratively with housing owners interested in creating project-based PSH units in their buildings to develop a customized mix of funding and supports that are tailored to meet the needs of each project. The menu of potential resources available to projects that will produce at least 10 new PSH units includes: Regional long-term rent assistance to make units affordable to PSH tenants; Housing retention case management services matched to each PSH unit through designated contracts with DHS-funded service providers; Resident services funding to support the needs of the building as a whole for buildings that set aside at least 30% of their units for PSH; Funding to cover enhanced building operations for buildings with at least 30% of units set aside for PSH; Gap financing for operating subsidies for qualified projects; Contingency funding to support investor confidence by covering costs for rent assistance beyond the Supportive Housing Services (SHS) program sunset date; Technical assistance funding to support project planning; and Access to a risk mitigation fund for all SHS-funded PSH units. This funding opportunity is only available to organizations that (a) own at least 10 units of housing that will be used to create project-based PSH units, and (b) pre-qualified to contract with DHS as providers of Supportive Housing Stabilization Services through the Washington County SHS Request for Programmatic Qualifications (#2021.051PQ) or the Tri-County SHS RFPQ (#2021.127-RFP). See Attachment A for a list of the pre-qualified organizations. Providers that do not meet these criteria are not eligible to apply but may have an opportunity to qualify for participation in subsequent funding rounds through future RFPQs. Eligible applicants are invited to submit a brief response, not to exceed two pages, describing each proposed project-based PSH project. Proposals will be accepted on a rolling basis. OpenGov requires a set deadline for all applications, so the application process will close every month on the third Friday of the month and then re-open the following Monday. Applications will be reviewed on a monthly basis following the third Friday. Applicants can choose to submit their application at any time; the deadline listed in OpenGov simply reflects the deadline for that month's application cycle.
