Request for Information - Asset Management System Solution & Consulting Services

Description

The Sanford Airport Authority (SAA) desires to procure consulting management services and software to establish and implement an enterprise Asset Management System (AMS) for SAA’s Facilities, Information Technology, and Real Estate programs that integrates with SAA’s financial system, Microsoft Dynamics 365 Business Central, and satisfies the SAA's strategy to "Modernize Operations and Maximize Internal Efficiencies". The proposed enterprise AMS project will replace two existing software systems, a custom Computerized Maintenance Management System (CMMS) for IT and facilities maintenance as well as a custom Real Estate Management System (REMS) that serves as a knowledge repository for SAA owned properties. The consulting services will include business analysis to document the organization’s current asset management processes as well as developing and delivering a formal project plan for the SAA AMS project. SAA’s current Asset Management software portfolio also includes an airport certification software package (App 139) that helps to ensure compliance with Federal Aviation Administration (FFA) Part 139 requirements. In addition, Orlando Sanford International, Inc. (OSI), the firm contracted with SAA to operate and maintain the terminal and parking structure, utilizes FMX’s Commercial Off the Shelf (COTS) Computerized Maintenance Management System (CMMS) to perform reactive and proactive maintenance on SAA facilities and equipment per the SAA/OSI Operations and Management Agreement. The APP 139 software and FMX CMMS software will not be replaced during this project. The selected solution shall include consulting management services to develop post-conversion AMS operational processes, including performance management, to manage the AMS. The consulting services may also facilitate the development of an AMS roadmap to integrate other organizational asset management systems into the AMS, including Federal Aviation Administration (FAA) Part 139 maintenance/reporting requirements, and potentially integrating or replacing OSI’s CMMS system. SAA issues this Request for Information (RFI) to solicit information (Response) from prospective companies or individuals (Respondents) who may be interested in providing system solutions and services as outlined in this RFI. A contract will not be awarded as a result of this RFI, nor does SAA guarantee that a formal solicitation such as a Request for Proposal (RFP) Invitation to Bid (ITB) or other procurement process will be issued as a result of this RFI. Responses are to be submitted in the SAA's eProcurement portal prior to the Response Deadline. The submittal of the Response to SAA prior to the Response Deadline is solely and strictly the responsibility of the Respondent. Only online submittals will be accepted.
