BIOSOLIDS HAULING AND BENEFICIAL REUSE

The City requests hauling services to transport biosolids from the Hill Canyon Treatment Plant (HCTP) facility to be beneficially reused in such a way as to assist in meeting the goals of all local, state, and federal regulations, including but not limited to the conditions set forth by Federal EPA 40 CFR Part 503 , State of California Water Quality Order No. 2014-12-DWQ , and California Legislation SB 1383 . The goal of SB 1383 includes a statewide reduction of organics disposed of in landfills by 75% in 2025. The City is committed to its role as a leader in protecting the environment and preserving limited natural resources. The City is seeking a partner that shares its values of regulatory compliance, safety, and excellent environmental and fiscal stewardship. One way the City can minimize its greenhouse gas emissions caused by the decomposition of organic material (aka biosolids) found in landfills is to divert the material that remains after the treatment process toward the production of value-added products such as compost, fertilizers, and biofuels. Proposals may be submitted for the following services: Biosolids to be hauled from the HCTP facility directly to an off-site facility that will beneficially reuse the organic material toward the production of a value-added product or service and count as diversion credit under California Legislation SB 1383.
