Description
General work description: Scope of Services PURPOSE: To complete deliveries for Seminole County Library Services on a daily/weekly schedule as defined herein. LIBRARY SERVICES: I. Pick-up and delivery: Contractor shall pick-up and deliver mail, books/library materials, Monday through Friday (see Part “A”). Authorized County Holidays listed below are excluded from services. Scheduled sites of pick-up and delivery as noted in Part “A” will be serviced daily unless noted elsewhere. The work shall be carried on in such a manner that there will be no interruption to or interference with County’s operations. II. Scheduled Seminole County Holidays: New Year’s Day Martin Luther King’s Birthday Memorial Day Independence Day Labor Day Veteran’s Day Thanksgiving Day Friday after Thanksgiving Day Christmas Day and any other day as may be authorized by the Board of County Commissioners. The Contractor will be notified of such determination. Delivery Requirements: III. Vehicles - The Contractor shall maintain all vehicles in good working condition. Vehicles must be air conditioned to protect County owned materials and must be secured/locked when unattended on routes. The vehicle used must be able to hold at a minimum 120 cubic ft. of cargo. IV. Delivery - For those locations listed in Part “A”, deliveries are primarily cartons of books with occasional furniture and equipment deliveries (Furniture meaning tables, chairs, book carts, etc. up to 50 pounds). The daily delivery averages 250 boxes of books. The courier will be responsible for loading, unloading, and moving the boxes and envelopes into the buildings to the designated areas. V. Library personnel will pack all materials in delivery boxes and clearly identify them with the destination. If only the name of library is identified on the label, the item is to be placed in the designated work room area of the designated library. If loose, unaddressed envelopes and containers are picked up at any location, these envelopes and/or containers will be delivered to the receiving area, Central Branch, for correct addressing and routing. VI. Additions/Deletions of Stops: The addition and/or deletions of pick-up stops will be at the discretion of the Libraries Services Division Manager. After County’s notification of additions and/or deletions, the Contractor shall propose to the County a method which these additions and/or deletions will be handled. VII. Supervision and Performance: Failure to satisfactorily perform the quality of work required under the Agreement will be interpreted as being in default of the contract. Once the Contractor has been informed of the deficiencies, immediate corrective action shall be implemented by the Contractor. The County will monitor the performance of the services and any deviation with respect to performance will be reported and documented by County’s personnel. The Contractor shall implement corrective actions immediately after notification. VIII. Deductions: Deductions for tasks not completed in accordance to the scope of services shall be pro-rated on a per stop basis. OTHER REQUIREMENTS: IX. Bid Requirements – The successful bid will include detailed descriptions of past performance; including the number of items delivered daily, and the frequency of the deliveries, the make and model of the vehicle used, and the type of business or organization the services were provided for. An acceptable bid will include complete references; with the first and last name of a person with authority or knowledge of the services provided, contact phone number, email and mailing addresses, the dates and duration that the delivery services were provided. X. Qualifications -The work will be performed by the Contractor, or the Contractor’s employees. The use of sub-contractors, sub-contracted labor, or day labor will not be accepted. XI. Supervision – The Contractor will be responsible for any of his/her employees assigned as courier. XII. Local Employees and Management – The courier service will be conducted and managed by a local Contractor with local employees. XIII. Physical Ability - Contractor or his/her employees will be physically able to perform courier services, ensuring that they meet the physical standards necessary to perform the required services. XIV. Licenses – All drivers providing the courier service must be in possession of a valid Florida Driver’s License in good standing and must maintain the license in good standing. XV. Security – The courier driver must be bondable and able to pass a Level 2 background checks in Florida. XVI. IFB-604436 Employee Listing - Contractor shall provide a list in advance of all employees assigned as back-up couriers. The list shall include full name, Social Security Number, and contact cell phone number. The list shall be updated by the Contractor, as changes occur. XVII. Dress Code - Contractor shall provide a dress code to the County outlining appropriate dress of Contractor’s personnel. XVIII. Access - The Contractor shall not provide access to any individuals other than his/her personnel to County buildings. The Contractor and his/her employee will use County issued access key badges that are not transferable. XIX. Boxes – Boxes for delivery provided by the County will be double walled, heavy duty, stackable, and in standard sizes. XX. Furniture - Courier will be asked to deliver furniture, such as tables, chairs and book carts to branches on a monthly/yearly basis. XXI. Work Hours - Work hours for the courier shall begin at 9:00 A.M. and conclude by 5:00 P.M., Monday through Friday, unless otherwise indicated by the County. The Contractor will not hold library books and materials overnight. Materials picked up but not delivered will be left at one of the library branches overnight. XXII. LIBRARY SERVICES DELIVERY SCHEDULE – PART “A” Monday through Friday – Start Route at 9:30 A.M. (Unless otherwise indicated by the County) STOP 1: Pick-up mail, books, and materials at the Central Branch Library, 215 N. Oxford Road, Casselberry. STOP 2: West Branch Library, 245 N. Hunt Club Boulevard, Longwood. Drop off mail, books, and materials. Pick-up mail, books, and materials. STOP 3: Northwest Branch Library, 580 Green Way Boulevard, Lake Mary. Drop off mail, books, and materials. Pick-up mail, books, and materials. STOP 4: East Branch Library, 310 Division Street, Oviedo. Drop off mail, books, and materials. Pick-up mail, books, and materials. STOP 5: Leisure Services Business Office, 100 E. 1st Street, Sanford. Drop off mail and materials. Pick-up mail and materials. STOP 6: North Branch Library, 150 North Palmetto Avenue, Sanford. Drop off mail, books, and materials. Pick-up mail, books, and materials. STOP 7: County Services Building, 1101 East First Street, Sanford. Deliver mail and materials to the Mail Room located on the Second Floor. Pick-up mail, printing orders and materials. STOP 8: Central Branch Library, 215 N. Oxford Road, Casselberry. Drop off mail, books, and materials. End of Route.
