Description
The City of Santa Monica’s Housing & Human Services Department is inviting proposals from qualified persons or firms with professional expertise in non-profit fiscal and program operations interested in providing ongoing compliance monitoring services for agencies receiving funding through the City’s Human Services Grants Program (HSGP) in alignment with recommendations from Moss Adams’ 2023 report on HSGP Grantee Monitoring and Process Review . The services outlined in the Scope of Work are expected to begin with contract execution in Spring 2024 and continue through the end of the HSGP cycle in June 2027. Ideal applicants should hold active Certified Public Accounting licensure and possess a demonstrated track record of success with similar engagements in challenging and fluid work environments, and with a wide variety of stakeholders. Further, applicants must be open and responsive to a range of approaches to accountability, able to incorporate constructive feedback on work products, and capable of generating consensus on methodology. Proposals should demonstrate understanding of non-profit social services programs and fiscal best practices, including expertise in federal Office of Management and Budget (OMB) requirements and generally accepted accounting principles (GAAP) for non-profit organizations. Familiarity with local and regional service delivery systems and community needs is highly desired. After a thorough review of all submitted proposals, the City will award and execute a Professional Services Agreement with the selected applicant to complete the activities and deliverables described in the Scope of Work.
