City of South San Francisco Community Facilities District (CFD) Communications/Outreach Specialist

Description
The City of South San Francisco is soliciting proposals from qualified firms to provide communications/public relations services in connection with the formation of a Community Facilities District (CFD). In 2019, the City embarked on an educational outreach effort informing businesses East of Highway 101 of proposed transportation improvements and capital infrastructure investments. The CFD Mobility plan proposed short-, medium-, and long-term improvements to traffic and transit mobility, and needed capital infrastructure investments positioning South San Francisco for success in the future. Unfortunately, in early 2020, due the Covid-19 pandemic, the City paused outreach efforts and have recently restarted planning efforts. Since then, the City has had numerous planning efforts, including adoption of the City's General Plan, Shape SSF 2040, providing the community's vision for South San Francisco for the next two decades. More details on our Master Plans may be viewed on our city's website at Master Plans | City of South San Francisco (ssf.net). The City seeks to conduct an informational campaign to inform business tenants and landowners about a proposed CFD. In terms of the CFD, City Staff envisions the Consultant developing a strategy to reach the more than 525 landowners; educating them about current and future transportation needs and the CFD; and providing additional information as needed throughout the formation process of the CFD. In addition, the Consultant would be responsible to: Work with City Staff to identify common themes, develop messaging, and create collateral materials for meetings; Coordinate with the City transportation and finance team on formation of the CFD; Assemble a team to meet with landowners and business tenants in a short amount of time to explain the purpose of a CFD, and conduct additional follow up meetings as needed; Schedule and host community meetings for local businesses that would be impacted by the CFD; Meet individually with businesses to educate them about the CFD; Ensure CFD ballots are appropriately delivered; Encourage land owners to return their CFD ballots.
